About this file

This document contains Questions and Answers (Q&A) for RFR 2507, issued by the Massachusetts State Lottery Commission (MSLC) regarding digital window signs. The document addresses bidder questions about the procurement of electronic digital messaging signs, which will be used in Lottery Sales Agent windows for indoor display. The current vendor is Pro-Lite Inc., and the signs must be segmented numeric displays with the capability to connect to MSLC's existing Wi-Fi network, communicating via wireless from sign to transceiver then ethernet over router.

The project is not federally funded, and bidders are encouraged to suggest alternative options that provide best value to MSLC, including potential American-made versus foreign-component products. The procurement includes direct delivery to MSLC storage warehouses, with no separate procurement for deployment and installation. The signs must be plug-and-play, with IP over ethernet communication protocol. Alternative sizing options may be considered if they meet content display parameters, though bidders must follow provided RFR dimensions. All pricing alternatives must be clearly marked and contained within the Cost Table, with no separate considerations for unforeseen cost increases such as tariffs.

# Bidder Question MSLC Answer 1 Is this project federally funded, and must the product be Buy America Act compliant? This project is not federally funded.

2 Who was the last company to hold this contract, how many units were procured, and at what cost?

The current vendor to hold this contract is Pro-Lite Inc. Units procured is based on need, and available state funding.

3 We have an American board and signs we build in Pembroke MA and also would be able to assemble foreign boards (lower cost but less control of supply chain) with the expected Tariffs coming a 5 year contract could see 80% increase on foreign components so my question is would it be possible to offer our American product with 92% local components and a more affordable foreign component product in the contract so when Trarrifs hit the customer will be able to choose between the two?

Bidders are encouraged to suggest alternative options that provide best value to the MSLC.

Alternative options must be clearly marked and pricing must be contained to the Cost Table.

4 What alternate sizes would be acceptable if they meet the content display parameters?such as 26" / 27"/ 29"

Bidders must follow the provided dimensions in the RFR, however Bidders are encouraged to suggest alternative options that provide best value to the MSLC. Alternative options must be clearly marked and pricing must be contained to the Cost Table.

5 This RFR indicates that products will be delivered directly to MSLC storage warehouses. Will there be a separate bid for the deployment and installation, has a vendor already been selected for this work, or is this activity expected to be done by the Lottery Sales Agents?

At this time, there will not be a separate procurement for deployment and installation.

6 Is there an anticipated start date of the contract and deployment? This is to determine lead time requirements for delivery.

This is to be determined at a later date.

7 Are there any considerations allowed for unforeseen cost increases out of a supplier's control, such as tarifs?

Please see RFR 2507 for detail on pricing for the duration of the contract. Alternative pricing options must be clearly marked and pricing must be contained to the Cost Table.

8 Can the Lottery provide any examples of desired displays? Please see attachment.

9 Is a TV with flexibility for various types of content open to consideration, or are segmented numeric displays with lighted fixed artwork preferred?

At this time, MSLC must have segmented numeric displays. Bidders are encouraged to suggest alternative options that provide best value to the MSLC. Alternative options must be clearly marked and pricing must be contained to the Cost Table.

10 Is there any on-site or phone support required from a warranty support, deployment support, technical troubleshooting, or any other perspective? Please describe if so.

The digital signs provided by the awarded Bidder must be plug and play.

11 Is there any circumstance where the display will be hung outdoors, or will they all be indoors in the Lottery Sales Agent's window?

The digital jackpot signs will be hung indoors in the Lottery Sales Agent's window.
