This document is a set of Questions and Answers related to RFR 1714, a solicitation by the Massachusetts State Lottery Commission (MSLC) for the procurement of thermal roll ticket stock. The RFR outlines the requirements for the format, paper stock, printing, packaging, and delivery of the thermal roll ticket stock. The successful vendor(s) must also adhere to the Warehouse Management Systems requirements. Key details include an August 8, 2017 response due date at 3:00 PM, and a requirement for sample ticket stock submissions. The MSLC prefers Kanzaki Specialty Papers as the primary paper supplier, but will accept alternate suppliers if the paper specifications are equivalent.

The current price for thermal ticket stock is $8.87 per roll, and the MSLC requires a minimum of 11,000 inches per roll, with a maximum roll diameter of 7.5 inches. Vendors must have a minimum of two paper suppliers, and provide certifications from their paper suppliers. Pricing must be provided for both unconverted and converted roll stock. Deliveries are expected primarily to the MSLC's Canton, MA warehouse, with the first delivery anticipated towards the end of 2017.

1. The RFR document says the due date is August 8, 2017 at 3:00 p.m.

The CommBuys website and the response attachment both give a deadline of August 1, 2017 at 3:00 p.m. Which is the correct deadline?

4. Section 1.2 and 1.3.3

3 and 4 Page 3 of 26 in the RFR document says the RFR Lot# is 1714 and page 4 of 26 in the same document says the Lot# is 1801. Which is the correct Lot# to use for the thermal roll ticket stock bid?

The correct document number is RFR

LOT#1714.

5. Section 2.1 and 3.1

16 On page 16 of 26 of the RFR document it reads “vendor must have a minimum of 2 paper suppliers” at the top of the page. At the bottom of the same page under “Phase II Performance Requirements – Paper

Specifications” it says paper must be “the same or equal to Kanzaki

Lotto 925”. Kanzaki would be the lone supplier for the paper. Does this mean we must propose an alternative stock?

The third paragraph of Section 3 states, that “MSLC prefers that Kanzaki Specialty Papers be the primary paper supplier.” If a bidder intends to use an alternate paper supplier the specifications of the paper must be equivalent to the specification of Kanzaki Lotto 925.

7. Section 3.3 19-20 We have a Contractor Vendor Code. How do we find out what our

Vendor Code Address ID is?

Vendor Code address ID’s are not needed for the purpose of responding to this RFR. In the event a bidder still seeks such information they may call Accounts Payable at 781-849-5526

8. Section 3.4 20-21 What is the value necessary for the Fidelity Bond? Pursuant to M.G.L. c. 29, s. 30, the Commonwealth of Massachusetts is self-insured. The Certificate of Liability Insurance is required to show evidence of insurance coverage.

9. We filed online for a Certificate of Good Standing with MassTax

Connect and were deemed as not having a tax filing obligation with the

Massachusetts Department of Revenue, therefore our application cannot be processed. Will the MSLC accept a copy of the MassTax

Connect web page with our IP address in the upper right corner as proof of our compliance? The proposal says we must use a copy of the page with our “request number” but the website only gives the IP

Address and a message that says, “You do not have a tax filing obligation with the Massachusetts Department of Revenue; therefore, your application cannot be processed”.

The MSLC will accept a copy of the MassTax Connect web page with the Bidder’s IP address in the upper right corner as proof of compliance.

It is the understanding of the MSLC that paper suppliers provide a certification to vendors that are authorized/qualified to sell their products.

11. Where should the statement of recycled items used to prepare our bid be placed in our response package?

Bidders can include the statement of recycled items used to prepare the bid at the end of the response.

In with response?)? Should the samples be exactly to MSLC specification or do you just want samples of thermal ticket stock we produce for any jurisdiction?

Sample artwork can be found within the RFR document in Section 3.2, page 19.

Any artwork can be used for sample submissions and the sample submissions should be included within the bidder’s response.
