About this file
The document is a Questions and Answers (Q&A) file for solicitation W912L7-25-Q-1700, providing clarification on key aspects of a portable latrine service contract for the Tennessee Army National Guard. The Q&A reveals that this is a new solicitation with no incumbent contractor, and addresses vendor submission requirements, including that quotes must be submitted separately for each location. Vendors are instructed to represent the base latrine service charge on a per-unit basis, with cleaning and relocation charges able to be quoted as either per-unit or total annual costs for the 8 units.
The related federal contract opportunity is a small business set-aside solicitation for portable latrine services at the VTS-Milan military training site in Milan, Tennessee. The contract includes a base year (July 2025-June 2026) and four optional one-year extensions through June 2030, with line items for latrine service, additional cleaning, and unit relocations (not to exceed four relocations per unit annually). The total contract value falls under NAICS code 562991 with a small business size standard of $9 million. Quotes are due by June 20, 2025, at 10:00 AM CST, with the contractor responsible for providing all necessary resources, personnel, materials, and equipment for latrine rental as specified in the Performance Work Statement.

QUESTIONS AND ANSWERS- W912L725Q1700
Question: Is there currently an incumbent doing the work or is this a new need/ask?
Answer: There is no current contract in place as it has expired, so there is no incumbent. This is a new solicitation for a pre-existing and unchanged requirement. All previously awarded contracts regarding this requirement are public and can be found using FPDS.gov’s ezSearch feature at the link provided below:
https://www.fpds.gov/ezsearch/fpdsportal?s=FPDS.GOV&templateName=1.5.3&indexName=awardfull&q=
Question: How should the quote(s) be represented on the spreadsheet?
Answer: To clarify, the base latrine service charge shall be represented as per unit; however, the other two charges (cleaning and relocation) may be represented as the full total for all the 8 units for the entire year. If you choose to represent them as per unit, please clarify somewhere within the quote spreadsheet or within your quote submission email.
Question: Can vendors submit one consolidated quote for all three locations or does each location require its own quote?
Answer: Each solicitation will require its own quote if you wish to compete.
