A non-mandatory pre-SOQ site walk is scheduled for June 11, 2026 at 10:30 a.m. at the intersection of Meder Street and Nobel Drive. The contract is tentatively scheduled to commence in August 2026 and will continue through project completion. The evaluation timeline indicates SOQ evaluation completion by July 7, 2026, with a target City Council approval date of August 11, 2026. Projected design deliverables include 30% plans by September 16, 2026, 60% plans and specifications by October 21, 2026, and 100% plans and specifications by December 10, 2026, with contractor procurement occurring January/February 2027 and construction support during summer 2027.

1. GENERAL INFORMATION FOR CONSULTANTS

1.1 Summary Scope of Work

The City of Santa Cruz Public Works Department is soliciting a Statement of Qualifications (SOQ) from qualified firms (Consultant) with expertise in retaining wall/wingwall design, culvert design, geotechnical engineering, and topographic/professional land surveying for the development of construction plans and specifications, and to provide procurement and construction support. This Request for Qualifications (“RFQu”) is being made available to entities who are qualified to perform the entire scope of services as described in this RFQu.

1.2 Project Background

The Arroyo Seco Canyon Trail in Santa Cruz, California runs from Meder St to Grandview St on the westside of

Santa Cruz. The Arroyo Seco Creek collects storm runoff from multiple tributary branches and runs alongside the trail, crossing the trail at various points via culverts. The creek bed of the Arroyo Seco Creek carries minimal flow and remains largely dry for most of the year with some deeper pools that remain wet all year. A 10-12” sewer main which collects from the upper westside and surrounding neighborhood runs through the canyon with manholes located along the trail. The trail path serves as a critical access road for maintenance staff to the sewer line and for first responders, as well as a recreation/commuter route for pedestrians/cyclists. Recent storm events compounded with the deterioration of aging infrastructure itself, have threatened access to and safety of the road, necessitating the rehabilitation of storm and pathway infrastructure.

2.1 Scope of Work

The City is seeking a qualified engineering design firm (Consultant) to provide the following services:

Engineering Design

Consultant to produce project design plans and specifications for:

• A new retaining wall (approximately 25 feet long and 15 feet deep) to be designed as a soldier pile wall or pin pile wall to minimize the environmental disturbance of the surrounding area and to account for the nearby sewer main pipe. This is indicated as Location 1 in the Area Map (Appendix B) and referenced in the geotechnical memo (Appendix C).

• Rehabilitation of 5 existing culverts in 4 different locations along the trail. The culverts range from 12” to

42” in diameter. The City requests that new wingwalls at in the inlets and outlets be incorporated in the culvert rehabilitation design for increased soil stability and controlled flows in and out of the culverts.

• Pavement rehabilitation of approximately 1978 linear feet of the multi-use trail pathway.

See Appendix B for Area Map.

Other work required to support the design include but are not limited to geotechnical investigation for slope stability and erosion analysis and topographic/professional land surveying to determine elevations and property boundaries.

The Consultant shall utilize and coordinate with the City’s on-board environmental consultant, who will lead the environmental permitting effort for this project.

Contractor Procurement Support

Consultant will provide support to City staff during the procurement process. Summer 2027 construction window to comply with environmental regulations, the City is aiming to obtain 60% design plans by October of 2026.

• Minimal impact/invasiveness to the surrounding environment will need to be taken into consideration for the project design in order to avoid triggering additional environmental permitting items.

• The trail has limited access points with the main access point at University Terrace Park located in close proximity to the Meder St & Nobel Dr intersection, and another access point at a service road located at

Arroyo Seco, a residential street in the south east (see Appendix B). The trail is wide enough only for a vehicle in a single direction in most locations. City crews are able to tightly navigate the trail with vac-con trucks for sewer line work. The trail’s southern end is only accessible by pedestrians as it is a narrow hiking trail through thicker vegetation and narrow wooden bridges.
