About this file

This document is a Request for Qualifications/Quotation (RFQQ) issued by the Washington Department of Fish and Wildlife (WDFW) to establish a pool of pre-qualified contractors to provide on-call Cultural Resource Survey Services. The RFQQ outlines the scope of work, which includes services such as Radiocarbon Dating, Ethnography, Ethnobotany, Expert Witness, Geoarchaeology, and HAZWOPR. WDFW intends to contract with multiple qualified vendors and will issue specific project "Task Orders" through a Notice to Proceed process. Vendors will be asked to respond to fee estimate requests for 5-20 Task Orders per year on average. Awards will be based on best value as determined by WDFW's Cultural Resources Division staff.

The RFQQ provides details on the required proposal content and number of references. It also clarifies that there is no page limit for proposals and that rates can be submitted by job classification. The contract term is not specified, but WDFW reserves the right to establish individual Technical Services contracts with vendors under this RFQQ. Pricing terms, set asides, and funding sources are not detailed in the RFQQ.

Washington Department of Fish and Wildlife

Request for Qualifications/Quotation

RFQQ No.: 24-00017

Title: Cultural Resources Survey Services

Date issued: October 7, 2024

Amendment No: 2

1. This amendment provides answers to questions posed by prospective venders per Section 4.3 of the RFQQ.

Question 1: Please confirm that there is no page limit for proposal responses.

• There is no limit to page numbers. Please do not provide pictures of staff, architecture or previous projects.

Question 2: Under Exhibit D, Bidder Questionnaire, No. 1, “Radiocarbon Dating” is listed as a service area. Can you clarify if the intention is that the consultant performs the dating, or if only expected to submit samples for dating?

• In this case, we would expect performing the dating. However, for a project this could be sub-contracted to another vendor, but ability to sub-contract does not qualify towards this service area.

Question 3: Under Exhibit D, Bidder Questionnaire, No. 1, “Ethnography Ethnobotany Expert” is listed as a service area. Can you clarify if this should be two different service areas?

Yes, this should be two different service areas and should read

• Ethnography

• Ethnobotany

Question 4: Under Exhibit D, Bidder Questionnaire, No. 1, “Witness Geoarchaeology HAZWOPR” is listed as a service area. Can you clarify if this should be three different service areas?

Yes, these are three different service areas and should read

• Expert Witness

• Geoarchaeology

• HAZWOPR

Question 5: Under Exhibit D, Bidder Questionnaire, No. 2a, Representative Five-Year

Profile, WDFW requests Client Address and Client Contact Phone and Email for every listed project. In an effort to provide meaningful project information and in light of the references already provided under Question No. 4, is it permissible to substitute the name of the Project Proponent for the Client Contact details?

• If you have listed a client as a reference for Question 4, then you can list ‘See References’ in the table for that client’s contact information.

• Every project listed in the Representative Five-Year Profile should have a client contact information included that can speak to the quality of your work.

Question 6: In Exhibit D, Bidder Questionnaire, No. 4, WDFW requests the contact information for three business references. In Exhibit E, Bidder Profile, WDFW requests a “minimum of three commercial or government references…” plus “a minimum of one tribal government reference….” Can you please clarify how many total references are required and how many you will accept?

• When responding to Question 4 in Exhibit D, please provide three business references.

• When responding to the Bidder Profile in Exhibit E, please provide three commercial or government references and one tribal government reference.

• Business references can overlap with commercial or government references, but the tribal government reference cannot overlap. For the total number of references, we will accept at minimum 4 references, but up to 7 references.

Question 7: Under Exhibit D, Bidder Questionnaire, No. 6a, WDFW requests a list of any contracts conducted with a State of Washington agency. Should this list include contracts in which our company contracted directly with a WA agency, or also contracts in which we were subconsulting to a prime who held the agency contract?

• This response should include contracts in which the vendor contracted directly with a Washington state agency.

Question 8: Under Exhibit D, Bidder Questionnaire, No. 5, WDFW asks for rates for each individual proposed for work. Is it appropriate to list rates by job classification, or would you like specific employee names?

• Rates can be listed by job classification, as long as the minimum qualifications for the job classifications are listed.

Question 9: Section 4. Instructions to Bidders; 4.1 Quote & Qualifications Content

Do the salutation and contact information count towards the 400 max words for the cover letter?

• No

Question 10: How will task order requests be issued under this contract?

• This solicitation is for the Master Contract agreement. “Task Orders” are referred to as incorporated contracts and are subject to negotiation when they are issued. From the RFQQ “The intent of this procurement is to contract with multiple qualified vendors in order to establish a pool of pre-qualified contractor for these services. Specific projects are awarded to vendors under master cooperative contracts through a Notice to Proceed process; the award of a contract through this procurement is not a guarantee of work.” Vendors will be sent a Fee Estimate Request, a Scope of Work and a template response letter for the services outlined in Section 2 Scope of Work in the RFQQ. Samples of the incorporated contract requests are in Attachment C.

Question 11: Can/Does WDFW issue sole-source task orders under this on-call? Or will they all be competitive with other firms on the contract?

• WDFW will typically send out bid requests for incorporated contracts to 3-5 firms for second tier competition.

• WDFW reserves the right to establish Technical Services contracts under this

RFQQ with individual vendors for On-Call services.

• To how many firms will WDFW typically send task order requests (all firms on on-call or a selected number?)?

• WDFW will typically send out bid requests for incorporated contracts to 3-5

• firms for second tier competition.

Question 12: Will the Task Orders have predetermined/budgeted cost estimates? If so, who at WDFW typically calculates the budget (cultural resources staff or other scientists/PMs)?

• No. We provide the scope of work for incorporated contracts under the RFQQ

Master Agreement, and request a fee estimate from the vendor.

Question 13: What is the selection process for each task order award? Is it always awarded to the lowest cost or does WDFW select based on the best value (including assumptions and the level of effort proposed)?

• The awards are determined based on best value by Cultural Resources

Division staff in coordination with the WDFW project proponent.

How many task order requests per year should each contracted firm expect to receive and respond to?

• Depending on availability, skill sets and experience, a vendor could expect to be asked to respond to a fee estimate request for 5-20 incorporated contracts a year.

• Section 4. Instructions to Bidders; 4.1 Quote & Qualifications Content

Question 14: How many task order requests per year should each contracted firm expect to receive and respond to?

• Depending on availability, skill sets and experience, a vendor could expect to be asked to respond to a fee estimate request for 5-20 incorporated contracts a year.

All other terms, conditions, and specifications remain unchanged.
