Amendment 0002 will incorporate the following:
Page 6 of 38 - ACADEMIC, EXPERIENCE AND/OR SPECIAL QUALIFICATIONS REQUIREMENTS - The statement "The successful contractor shall possess a Vocational Certification in Cosmetology from an accredited college, technical school or university and/or experience in instruction in a cosmetology field and be certified by the Texas Department of License & Regulation as a Cosmetology Instructor and maintain a valid license. The instructor must meet the teacher certification requirements for the state of Texas, have at least one year's experience in a related field, and have an extensive knowledge of teaching the areas related to the 1,500 hour

Page 24 of 38 - PERFORMANCE - The statement "The Contractor shall submit required documentation to initiate security clearance, within 30 calendar days from date of award of the contract and commence full performance of the services under this contract within 30 calendar days from the effective date of award.

Page 29 of 38 - AWARD METHODOLOGY - This section is amended to include the following:
The Government intends to make a single award to a quoter, pursuant to an affirmative determination of responsibility, whose quote, conforming to the sol icitation, is determined to be most advantageous to the Government.
Quotes Must Include:
1) Resume, demonstrating compliance with the requirement that offerers have one year's experience in teaching the 1,500 hour program
2) A copy of current certification/licensure by the Texas Department of License & Regulation as a Cosmetology Instructor; and
3) Pricing .
Evaluation:
Quotes will be evaluated by considering: technical compliance with the solicitation (current licensure and experience), and price. Technical compliance will be considered only for acceptability, and will not be ranked. Technically compliant quotes will then be evaluated considering price.
The response due date is extended to January 2 6, 2016 at 2:00 pm CST.
