5. Grab test: The grab test shall test the holster’s retention capability from a forceful attempt to remove the weapon from the holster without disengaging the retention device. Magazine pouches will not be submitted to this test.

One (1) holster from each offeror shall be inverted and secured to an affixed base. A weapon will be inserted into the holster with the retention device activated. A 10 lb weight shall be attached to the weapon utilizing a tether approximately 39 inches long. The weight shall be dropped straight down. If the weapon falls free, the holster will fail. If the overall integrity of the holster is diminished in any way during this event, so that it can no longer be used as designed, the holster will fail.

Phase III

Weights and Measures

One (1) holster of each type and one (1) and magazine pouch from each offeror will be measured for certain physical characteristics. They will be assigned points in each category.

1. Friction: The holster will be affixed to a solid base in a horizontal position. The retention device shall be disengaged and the HSC shall measure the amount of force required to remove the weapon from the holster to the point the weapon comes free from the holster. Force will be measured utilizing a Lyman 12 pound spring scale. The HSC will take the average of three (3) measurements per holster and points shall be awarded as follows:

Measured Force Points

≤ 16.4 ounces 10 points

16.5 - 32.8 ounces 9 points

32.9 - 49.2 ounces 8 points

49.3 - 65.6 ounces 7 points

131.3 - 147.6 ounces 2 points

147.7 - 164.0 ounces 1 point

> 164 ounces 0 points

Holsters with retention adjustment devices will be tested across all four phases with the adjustment set as it is removed from the packaging.

Magazine pouches will also be measured for friction. The magazine pouch shall be affixed to a solid base in a horizontal position. The HSC shall measure the amount of force required to remove the magazine from the magazine pouch to the point the magazine comes free from the pouch. Force will be measured utilizing a Lyman 12 pound spring scale. The HSC will take the average of three (3) measurements per magazine pouch. The force required to remove the magazine must fall within 32 ounces to 96 ounces.

2. Weight: One (1) holster of each type shall be weighed. One (1) magazine pouch of each type will be weighed. The highest applicable point value shall be awarded separately to each holster/ magazine pouch in accordance with the following scale:

Phase IV

End User Assessment

Holsters and magazine pouches shall be evaluated over a series of categories by a group of 20 evaluators, including live fire conditions. These evaluators shall be selected from among FBI personnel. Evaluators shall participate in the below captioned testing and complete the FBI Holster Evaluator Assessment Form.

Stage 1: Evaluators, wearing a concealing garment, shall start with three magazines of 2 rounds and a holstered weapon. They will conduct 5 draws, dry fire only.

Evaluators will then load and holster. Evaluators will then draw, fire one round and holster. Evaluators shall work through all three magazines.

Stage 2: Evaluators shall start with three magazines of 2 rounds and a holstered weapon. From a seated position, they will conduct 5 draws, dry fire only.

Evaluators will then load and holster. Evaluators will then draw, fire one round and holster. Evaluators shall work through all three magazines.

Stage 3: Evaluators (under supervision of Instructors from the FBI Academy

Physical Training Unit) shall work with a second evaluator to conduct several “grab tests,” utilizing a safe and empty pistol from the front and rear, with an exposed holster, without purposefully disengaging the retention device. Special attention shall be given to introducing torque to the weapon in each of the four cardinal directions (front, rear, left, right) prior to attempting its removal. Any failure of the retention device, removal of the weapon, or diminished integrity of the holster may be considered in the scoring of Construction or Retention.

Evaluators shall also make several attempts to draw the weapon with their support hand.

FBI HOLSTER/ MAGAZINE POUCH EVALUATOR ASSESSMENT FORM INSTRUCTION

SHEET

Rating Categories:

The Evaluator will assign a score to the ability of each holster or magazine pouch to meet the requirements of each category. A numerical rating at the lowest end of the scoring range indicates that an item totally fails to achieve all requirements for the category noted. A numerical rating at the highest end of the scoring range indicates that the item totally achieves all requirements for the category rated. Each score shall require a written explanation to support the evaluation result.

1) Appearance- Evaluators shall examine each holster or pouch when initially received, in an unissued condition. Any obvious manufacturing defects observed shall be documented.

2) Comfort- How comfortable the equipment is to wear in a standing, kneeling, and sitting position (office and vehicular environment).

3) Drawing, Ease- The ability to quickly draw the weapon from the holster or a magazine from the pouch, using one hand, while wearing a concealing garment (jacket or shirt); any excessive binding or drag must be considered. A non-shooting hand draw, using disabled officer techniques, shall also be used to fully determine suitability in this category. The holster shall be worn on a reinforced belt designed to support a weapon.

4) Holstering- (Holsters only) The ability to easily holster using one hand, including the level of effort required to secure a retention device. The holstering process should be easily accomplished (including engaging the retention device) without looking at the holster.

5) Concealment- (Concealment Holster and Magazine pouches only) How well the item conceals the weapon (or magazines) when worn under commonly used concealing garments (i.e., a suit/sport coat, jacket or shirt). The holstered weapon should not obviously print when worn under appropriate attire (i.e., able to conceal a weapon, not tight fitting). The weapon should not “rattle” or shake within the holster.

6) Durability- How much wear to the item is evident, both internal and external, through normal use.

7) Quality of Construction- Fit, finish, and materials used in construction of the holster or pouch. Any break-in period should be noted (excessive break-in and/or poor fit should be noted). A minimal break-in period is considered an advantage.

8) Training- The level of training required for users of this holster or pouch (a lower level of training prior to actual use is considered an advantage). If the holster requires special techniques to draw the weapon, does literature provided by the manufacturer adequately explain the procedure?

9) Design Features- The design features of the holster or pouch which allow it to meet a specific use requirement; innovation and a unique approach are considered advantages only if they successfully accomplish the desired goal.

10) Retention- Is the retention device of such design that an adversary is unlikely to defeat it without significant effort? Does the retention device telegraph its purpose?

Scoring:

Rating Codes serve as a means of measuring the suitability of the item evaluated for each of a series of categories. An overall score is intended to quantify suitability of the item for use.

Ratings of 1 (Poor) or 5 (Excellent) require a written explanation.

Poor (Rating Code = 1) - Item is totally unsatisfactory; fails to satisfy the requirements of the category rated.

Fair (Rating Code = 2) - Item is satisfactory, however requires significant improvement in design, construction, or function to fully satisfy the requirements of the category rated.

Average (Rating Code = 3) - Item generally satisfies the requirements of the category rated.

Good (Rating Code = 4) - Item fully satisfies and exceeds the requirements of the category rated.

Excellent (Rating Code =5) – Item significantly exceeds the requirements of the category rated, beyond the expectations of the evaluator.

Overall Rating - The HSC shall take the average score of each item in the User Assessment from each evaluator, then average the scores among all 20 evaluators.

The evaluation score from phase 4 shall be added to the scores from Phase 3 for the Overall Rating with a total possible score of 104. That Overall Rating will be used to guide the Committee in selection of the equipment most advantageous to the Government.
