General Questions
Can a manufacturer submit more than one offering within each category of product requested? I.E. 2 different styles of duty holster that fit the description and requirements?
Yes, however they must be submitted as completely separate submissions.
No quantities are mentioned for delivery. Can you give an estimate or range of what could be called for per month? With a 60 day delivery requirement from DoO, the manufacturer needs to know a ceiling requirement to insure delivery.
The FBI estimates that the annual usage will be from 640 to 3000 depending on the number of classes, FBI Headquarters and field office usage.
It appears on page 41 section 52.216.19 that the mfgr can include in their quote submission a minimum and maximum as long as they fall within the parameters of the dollar amounts listed. Is that correct?
Yes
In relation to the Warranty Requirement in 11.1 – please define “unconditional”. Does that include lose or damage due to abuse or incident destruction or just failure of the product performance due to manufacturing?
Failure of Performance.
Are we correctly interpreting this RFQ that not only might there be multiple awardees for a given product but also multiple awardee’s within the overall award? I.E. 2 mfgrs given the award for a holster as well as 4 manufacturers being awarded to provide various products.
Possible scenario - (Mfgr1 gets holster, mfgr2 gets another type of holster, mfgr 3 gets one mag pouch, mfgr 4 gets mag other pouch. It is NOT one mfgr takes all unless successfully rated accordingly.
Yes
Duty / Concealment Holsters
Obviously, there is a difference in belt width sizes for duty and concealment to fit properly.
What size or size range must the belt loops fall within? Or will there be different belt loop sizes ordered (1", 1.25", 1.50", 1.75"?) It would appear from the test protocal listed on page
21 that a 1.5” 5.11 belt might be the belt loop size desired.\
The FBI requires a minimum 1.5” and a max of 1.75” for the Duty Holsters and 1.5” and a max of 2.5” for the Tactical Holsters.
There is no "Inside the Waist" requirement. Was that intentional or accidental?
There is no "Inside the Waist" requirement.
Define "Active Retention" -- are you wanting passive or mechanical retention? Or do
BOTH falling this definition and allowed to be interchanged in the design of the holster?
The FBI’s meaning of active retention means that the shooter must disengage a retention device to remove the weapon from the holster. Passive retention would be a friction retention method.
Because the "paddle" is optional - would it be prudent to just send a designated ratio quantity of paddles per quantity of holsters for the FBI to issue out as needed or desired by the agents? Certainly, this would be more cost advantageous for both the FBI as well as the manufacturer.
If the FBI were to issue a holster with a paddle option, the FBI would issue all of holsters with the paddle attachment.
Tactical Holster
Will the "light bearing" holster be ordered according to the "designated light model" or must it be Universal and fit all 4 while specifically fitting the applicable pistol?
The holster should fit all the designated light models and the applicable pistol.
Looking at the written specification 5.11 does it matter if the belt slide adaptor is a single unit or double straps from the belt down to the platform?
The FBI has no preference.
Section 4.14 – Because one level of retention may be bearing on the light, as long as there is still level of retention left to hold the pistol (without light) in place, is this still acceptable?
There should be an active retention device holding the gun in the holster with or without the light.
Single and Double Mag Pouches
Are all mag pouches to be black or will there be requests for tan?
Black
Technical Evaluation
If a product fails during any phase of the testing, will the MFGR be contacted about the failure in order question the failure and remedy the same in a timely manner?
No
During the testing of the manufacturers product, can the manufacturer be present?
Is it correct to say that in the Phase II testing, cold test, the product will be taken from the environmental chamber and immediately tested or will there be a "test window timeframe"?
I.E. taken out and within a 60 second window be tested. Setting a timeframe keeps everyone’s testing on the same playing field.
The protocol states “upon removal.” The FBI will test the holster immediately once removed from the environmental chamber.
Phase III testing
Can a manufacturer come to Quantico and have the BRF demonstrate these various test protocols in order to fully understand the process for testing back at their facility?
Phase IV page 25 sec. 4 – this test is evaluated with STRONG hand only?
Strong Hand only
Phase IV Page 25 sec. 9 in relation to attachment IV – can there be a point value line included to assigned value for successful innovation?
Will each manufacturer be given the opportunity for a physical post award de-brief?
The FBI will conduct any debriefings in accordance with Federal Acquisition Requirements.
