USCGC HENRY BLAKE RFQ NO: 70Z085-20-Q-P4580000
AMENDMENT NO. 02
The purpose of this Amendment No. 2 is as follows:
A) To address the 5 new RFQ clarification questions below. Answers in RED (Question No’s 18, 20, 23, 24, 26) are still being researched and will be provided in a later Amendment. Unanswered Question No’s 1, 8, 9, 17, 19 from Amendment No. 1 are included below :
1) From Amend 1: D-37, Hot Potable Water System, Inspection
Q: The specifications direct removal of pipe insulation “as needed” to facilitate visual inspection.
As there are a few hundred lineal feet of insulated hot water pipe, could the USCG elaborate how many linear feet of insulation is to be removed for inspection purposes? If only a portion of the insulation is to be removed could the specifications be modified as follows?
“remove ____ linear feet of hot water pipe insulation in sections of not less than ___ feet in length each”
A: This work item will be narrowed down to just the hot water “recirculation” piping and associated valves and fitting located in the Change Room 1-52-3-Q (~12 linear ft) and Potable
Water Equipment Room 3-42-1-E (~24 linear ft).
CFR/CR will indicate need for repair/renewal.
This will be reflected in latest revision of Specification to be issued in the next few days.
8) From Amend. 1: WI-27, Para 1.1, Sewage Piping Renew
Q: Paragraph 1.1 intention is to renew 10 linear feet of piping. Can Government provide size and location of pipe to be replaced. Are there multiple locations or just one section, what material is pipe?
A: All the piping is within the Sewage Pump Room between frames 3-79-0 to 3-88-0.
Approximately 47 feet of piping to include 04 flanges, 01 overflow check valve, 01 captain’s valve, and one section of the pipe which will need to be cut due to passing through the bulkhead going into the engine room.
9) From Amend. 1: WI-27, Para 3.3, Sewage Piping Renew
Q: Contractor is to renew all valves identified, as designated by CG inspector.
Is there a list of these valves so that an accurate bid may be assembled.
A: Refer to answer for Question No. 8
17) From Amend 1: WI-05, Para 1.1, SW Heat Exchangers; Clean and Inspect
Q: Paragraph 1.1, Table 1 – Heat Exchangers: Could the Government supply the contractor with more information on each of the heat exchanges as follows;
What is the Manufactures name of each of the heat exchangers?
USCGC HENRY BLAKE RFQ NO: 70Z085-20-Q-P4580000
What is the size or model numbers of each of the heat exchangers?
What is the serial number of each of the heat exchangers?

18) From Amend. 1: WI-26, Table 1, Renew Firemain Valves and Plugs
Q: The 1-1/2” valves are listed as 250#. Please confirm the pressure class for the 2-1/2” valves in this table.
A: Answer in process, to be provided in later Amendment.
19) From Amend. 1: WI-33, Table 1, Overhaul or Renew Potable Water System Relief Valves
Q: In order to quote accurately, we need to know the specific manufacturer for the relief valves listed in this table.
A: Valve specifics are below and will be reflected in the latest Specification revision to be issued in the next few days.
1. Hydro-Pneumatic Tank
Manufacture: Kunkle Valve
Part Number: 6010DCV01-KM
USCGC HENRY BLAKE RFQ NO: 70Z085-20-Q-P4580000
Set Pressure: 85 PSI
2. Potable Water System Fill
Manufacture: Unknown
Part Number: Unknown
Set Pressure: 5 PSI, 100 gallon Capacity See attached picture
3. Hot Water Tank
Manufacture: Watts
Part Number: 40XL 5
Set Pressure: 100 PSI / 210 *F
20) From Amend. 1: WI-05, Para 3.3.1, SW Heat Exchangers; Inspect And Hydro
Q: Specification states that disassembly and reassembly shall in accordance with manufacturer-recommended procedures using manufacturer-recommended tooling. References provided do not have enough information to accomplish requirement. Can CG provide the OEM tech pubs for the referenced heat exchangers? If tech pubs are not available, can the CG confirm that all referenced heat exchangers are tube and shell construction?
23) D-26, Sh 1 of 7, Firemain Valves & Plugs, Renew
Q: Specifications reference drawing 175-WLM-521-001 REV K FIREMAIN SYSTEM DIAGRAM.
General Note 17 on Sheet 1 OF 7 references NAVSHIPS DWG 803-1385711. Our Valve supplier, Industrial Pipe & Valve, has requested part numbers, makers, and descriptions of the valves in order to supply them. Would that information be on NAVSHIPS DWG 803-1385711?
Further, could that information be made available?
24) WI-34, Para 3.2, Water Tight Hatches (DC Deck and Below) Renew
Q: Specifications call for removal of the two hatches including their coamings. The existing hatches both have raised hatch coamings. Specifications do not call for fabrication of new hatch coamings but rather installation of the new GFP hatch/scuttle assemblies. Are we correct in assuming that the hatches will be supplied with raised coamings equivalent to the existing raised coamings?
USCGC HENRY BLAKE RFQ NO: 70Z085-20-Q-P4580000
25) WI-35, Para 3.5.5 & 3.6, Electric Space Heaters, Repair/Replace.
Q: Specification states that after disassembly and inspections to “3.5.5 Observe which parts of the space heater are broken and in need of repair” and in 3.6 states “If it is determined that the space heater needs to be replaced…”.
It is impossible to determine which and how many parts or entire heaters would need to be renewed. Contractor would have to anticipate providing all new heaters to ensure ability to meet the specifications.
Will these repairs and / or replacements be subject of a CFR?
A: Revision of specification will reflect that any recommended repairs or renewal of space heaters will be submitted via CFR. Revised Specification to be issued in next few days.
26) WI-21 & 22, Grey Water & Sewage Holding Tank(s), Clean and Inspect.
Q: Prior to commencement of work will the ship’s crew accomplish a triple rinse and leave the tanks at low suction?
27) WI-35, Electric Space Heaters, Repair/Replace.
Q: As there is no way of knowing the extent of repairs required without inspection, is this to be an open and inspect with repairs subject to CFR/CR or is contractor to quote new heaters be installed in all locations?
A: Revision of specification will reflect that any recommended repairs or renewal of space heaters will be submitted via CFR. Revised Specification to be issued in next few days.
