USCGC HENRY BLAKE RFQ NO: 70Z085-20-Q-P4580000

AMENDMENT NO. 01

The purpose of this Amendment is as follows:

A) Provide and separately attach a corrected Attachment 1 - HENRY BLAKE DS FY20 SSOS Price Sheet, where work Items 14 and 17 were revised. Please ensure that your RFQ submittal uses the correct revised Attachment 1 – HENRY BLAKE FY20 SSOS Price Sheet R1_17Apr20.

B) To address the 22 RFQ clarification questions below. Answers in RED (Question No’s 1, 8, 9, 17, 18, 19, 20) are still being researched and will be provided in a later Amendment.:

1) D-37, Hot Potable Water System, Inspection

Q: The specifications direct removal of pipe insulation “as needed” to facilitate visual inspection.

As there are a few hundred lineal feet of insulated hot water pipe, could the USCG elaborate how many linear feet of insulation is to be removed for inspection purposes? If only a portion of the insulation is to be removed could the specifications be modified as follows?

“remove ____ linear feet of hot water pipe insulation in sections of not less than ___ feet in length each”

A: Answer in process, to be provided in later Amendment.

2) D-29, Para 1.1, Table 1, Flex Hose Assemblies, Renew

Q: In paragraph 1.1, Table 1, can the Coast Guard give us more information to renew each hose so we are able to price this item?

Contractor needs information on each hose, such as follows;

Size of hose (diameter)?

Length of hose?

What type of material is the hose?

What type of material are the fittings on the ends of the hoses (steel, brass, stainless steel)?

What type of fittings are on the ends of the hoses (threaded –tapered or straight threads or are they JIC fittings or flared)?

What type of fittings are on each end of the hose (Straight, 45 degrees, 90 degrees)?

What is the pressure of the hose rated at?

A: Cutter is not able to provide needed information not available to vendors. Accurate bids will need to come after ship check to gather information on hoses. Recommend bidders to schedule a ship check.

3) D-28, Para 3.4 Weather Tight Doors (External), Renew

Q: How will the GFE door and frames arrive with regard to coatings?

• Powder coated White (17925)

• Profiled and primer coated

• Other

Will the doors be packaged individually or stacked and strapped to pallets?

USCGC HENRY BLAKE RFQ NO: 70Z085-20-Q-P4580000

A: Doors will come coated with a Formula 105 primer and individually packaged.

4) D-02, Para 3.2, Hull Plating (U/W Body) Diver’s Cleaning

Q: Sub-contract diving company is asking for NAVSTA EVERETT’s Washington State Department of Ecology approved permit and BMP’s to perform Underwater Hull Husbandry. Can CG please provide required documents?

A: Work item 1 Diver’s Inspection and Work Item 2 Diver’s Cleaning are planned to be de-scoped from Rev-0 Specifications to be reflected in Rev-1.

5) WI 2 and WI 24, respectively - Divers Cleaning Hull Plating and Renew Electrical Mat Deck

Covering 3.4

5a) Q: Will badging be required in advance of the work? (this would involve a separate trip to the pass & id office prior to mobilization)

A: Vetting of all contractors and sub-contractors will need to be completed before their arrival to NAVSTA Everett. Contracting Office has proper form for vendors to complete for gate access.

5b) Q-WI 2:

WI 2 - Is removing the sea chest strainer screens required on this item for the cleaning of the sea chests?

Is removing the bow thruster grates required on this item for cleaning of the bow thruster and the bow thruster tunnel?

Underwater Hull Cleaning is not allowed in Washington. Has a permit been obtained and if so, what are the associated BMPs?

Will this work fall under USCG regulations or under NAVFAC requirements as it is at a US

Navy facility? The distinction is that USCG/OSHA require a 3-person minimum team.

NAVFAC defers to US Army Corps of Engineers EM385 specs which, among other things, require a 4-person team. This should NOT fall under NAVFAC, but I want to make sure as there are some different cost drivers.

A-WI2: Not Applicable – Please see answer for Question 4

5c) Q-WI 24: Can you please confirm if will be 50 UT shots total, or 50 for each location listed.

A-WI2: 50 UT shots total.

6) Place of Performance

USCGC HENRY BLAKE RFQ NO: 70Z085-20-Q-P4580000

Other vessels out for bid have included this information (please see below) specifically showing the footage in feet and inches per each entry and the fittings present. Please provide this specific information like the example below from a similar Coast Guard Vessel repair project.
