About this file
This is a Project Solicitation for Interest document issued by the New Hampshire Department of Transportation (NHDOT) for statewide traffic data purchase services. The solicitation seeks a single statewide agreement over a three-year term for the collection, quality assurance/quality control (QA/QC), and vendor upload of traffic count data into the State's Traffic Data Management System (TDMS). The program requires approximately 1,000 accepted counts per year (3,000 total over three years), with each count consisting of a minimum of 48 consecutive hours of continuous data collection on non-holiday weekdays beginning Monday through Wednesday. Year 1 will emphasize ramp counts to and from limited access facilities, while Years 2 and 3 will focus on Highway Performance Monitoring System (HPMS) segments and safety-related counts, with approximately 30 percent of accepted counts annually requiring Federal Highway Administration 13-category vehicle classification. Data collection and reporting must comply with the FHWA Traffic Monitoring Guide (December 2022) and applicable NHDOT requirements. Letters of Interest/Statements of Qualifications must not exceed four pages, accompanied by up to five additional pages demonstrating capability and one page identifying three current professional references, with submissions due by March 6, 2026, sent to Desiree D. Carron at Bureau54@dot.nh.gov.
The projected contract value is approximately $975,000 over the three-year term, based on an estimated 650 accepted short-term traffic counts per year at $500 per accepted count ($325,000 annually). All collected data, uploaded datasets, and deliverables become the exclusive property of NHDOT. Vendors must upload datasets to TDMS within 10 business days of field data collection completion and are responsible for managing upload errors and rejections. If a count fails QA/QC or TDMS business rules due to vendor-controlled causes, the vendor must perform required recounts at no additional cost; recounts do not count toward the annual 1,000 accepted counts unless the recount confirms original volumes, in which case both counts are accepted. Counts shall not be conducted during active construction, detours, or abnormal traffic operations unless specifically approved by NHDOT. The solicitation does not specify set-aside designations, disadvantaged enterprise restrictions, or incumbent vendor information. For additional information, interested firms should contact Desiree Carron, Traffic Project Manager, Bureau of Traffic, at (603) 419-9308 or Desiree.D.Carron@dot.nh.gov.

Statewide Traffic Data Purchase Services 45450 Pre-Qualified Low Bid Contract
Posting Date: February 20, 2026
Scope of Work:
One Statewide Agreement over a three-year term is needed for the purchase of traffic count data to include data collection, quality assurance/quality control (QA/QC), and vendor upload of accepted datasets into the State’s Traffic Data Management System (TDMS).
Program scope and requirements include the following:
• Program overview and quantity:
o Approximately 1,000 accepted counts per year for three years total (approx. 3,000 accepted counts total).
o An accepted count is a dataset that passes QA/QC and all applicable TDMS business rules.
• Count duration and reporting:
o Each assigned count location is expected to include a minimum of 48 consecutive hours of continuous data collection.
o Data shall be capable of being reported in 15-minute intervals.
• Acceptable count days:
o Counts shall be collected on non-holiday weekdays, limited to Monday through Friday.
o To ensure the full 48-hour period occurs within a Monday-Friday window, the 48-hour collection period shall begin on a Monday, Tuesday, or Wednesday, unless otherwise directed by the NHDOT.
• Directional requirements:
o Bidirectional data reporting (both directions) is anticipated for facilities with two or more travel lanes within the counted cross section (as applicable to the roadway configuration and assignment).
o Directional data reporting (one direction) is anticipated for single-lane facilities (e.g., one-way, single-lane roadways).
o If a different directional configuration is needed at a specific location, it will be identified by NHDOT in the assignment details.
• Geographic coverage and location assignments:
o Locations will be statewide, primarily on non-interstate and non-turnpike roadways.
o “Ramp” means an entrance or exit roadway segment connecting surface streets to a limited access facility (including interstates, turnpikes, and other limited access tel:+16032713734 https://www.dot.nh.gov/ highways/expressways). This definition is included to avoid confusion with “ramp metering,” which is a traffic control strategy.
o NHDOT will provide geographic coordinates and assignment details in advance of each year’s work.
o The distribution of non-ramp locations will be approximately proportional to population densities throughout the state.
• Annual program focus and data types:
o Year 1 (Ramps and Highway Performance Monitoring System (HPMS)): Emphasis on ramps to/from limited access facilities to include volume, speed, and additional measures as directed.
o Years 2-3 (HPMS and Safety): Emphasis on HPMS segments and safety-related counts to include volume and speed.
o Note: Federal Highway Administration (FHWA) 13-category vehicle classification will be required for approximately 30% of the accepted counts each year (i.e. 30% of the 1,000 accepted counts).
• QA/QC, TDMS, and Recounts:
o QA/QC procedures must ensure datasets pass TDMS business rules.
o Datasets shall be uploaded to TDMS within 10 business days of the end of field data collection, unless otherwise directed by NHDOT.
o If a count fails QA/QC and/or TDMS business rules due to vendor-controlled causes
(including equipment malfunction, incomplete datasets, invalid intervals, or data anomalies), the vendor shall perform any required recount(s) at no additional cost.
Recounts would not count toward the 1,000 accepted counts per year. If the recount confirms the original volumes, both counts will be accepted and will each contribute to the 1,000 accepted counts per year.
• Data ownership and field constraints:
o All collected data, uploaded datasets, and deliverables will become the property of
NHDOT.
o The counts shall not be conducted during active construction, detours, or abnormal traffic operations that materially affect the count location unless approved by NHDOT.
• Standards:
o Data collection and reporting shall follow the FHWA Traffic Monitoring Guide (TMG), dated December 2022, and applicable NHDOT requirements.
Letters of Interest/Statements of Qualifications shall include the following:
o A statement of interest and confirmation of statewide coverage capability;
o A summary of the firm’s ability to support the anticipated workload, including staffing and equipment capacity;
o A description of the firm’s fieldwork procedure (deployment/retrieval logistics and scheduling within the required Monday-Friday window);
o A description of the firm’s QC/QA procedures and how the firm will address potential failures/anomalies, including recount practices;
tel:+16032713734 https://www.dot.nh.gov/ https://rosap.ntl.bts.gov/view/dot/74643 o A description of the firm’s ability to upload datasets into TDMS, and the method used to manage upload errors/rejections;
o A brief summary of all similar projects completed within the last five years (bullets are sufficient); and, o A primary point of contact with complete contact information.
Consultants submitting a Letter of Interest/Statement of Qualifications will be assessed on their ability to perform the above-mentioned services, as well as the applicable experience of the firm and staff.
