About this file

This is a Request for Qualifications (RFQ) issued by the Lake Sunapee Protective Association (LSPA) in cooperation with NH LAKES and the New Hampshire Department of Environmental Services (NHDES) for engineering contractor services to implement shoreline stabilization and stormwater best management practices. The project involves stabilizing approximately 200 feet of shoreline at the Georges Mills Town Beach property located at 18 Cooper Street in Sunapee, NH, through the construction of a retaining wall, infiltration trench, and installation of native plantings to prevent bank erosion and sedimentation. Key deliverables include completion of a final site design plan, acquisition of approved wetland and shoreland permits, development of a Site-Specific Project Plan and Pollutants Controlled Report, oversight of BMP construction implementation, and completion of an Operation and Management Plan. Electronic qualification packages are due by April 22, 2025, with a deadline for submission of RFQ questions by April 17, 2025, and anticipated contractor selection and notification occurring in May 2025. Construction is anticipated to commence in fall 2025. Site visits and bidder conferences are not explicitly mentioned in the RFQ.

The RFQ does not include a specific cost estimate from applicants, and qualifications packages are limited to 15 pages or fewer. Contractor selection will be based on specialized experience of the project team (40% weighting), project personnel and references (25% weighting), and project approach (35% weighting), with evaluation criteria including watershed restoration experience, stormwater BMP design and installation expertise, familiarity with Lake Sunapee, ability to complete work within budget and schedule, and knowledge of local, state, and federal permitting requirements. The project is funded through a NHDES S319 Grant, and the selected contractor must enter into a contract certifying compliance with state and federal grant-related rules and eligibility to receive federal funding. LSPA reserves the right to request interviews with applicants, reject any or all submittals, and eliminate tasks pending outcomes of preceding related activities.

Introduction:

The Lake Sunapee Protective Association (LSPA) has prepared this Request for Qualifications (RFQ) in cooperation with NH LAKES and the New Hampshire Department of Environmental Services (NHDES) to solicit submittals from qualified engineering contractors to provide the deliverables requested in the subject Scope of Work.

Project Description:

This project consists of stabilizing about 200 feet of shoreline at the Georges Mills Town Beach property located at 18 Cooper Street in Sunapee, NH. The proposed stormwater best management practices (BMPs) include the construction of a retaining wall, infiltration trench and the addition of native plantings. The result of having these proposed BMPs implemented will be to prevent further bank erosion and sedimentation within Lake Sunapee. For more details including images of the site, please our RFQ webpage. LSPA understands this is a proposed approach and the final design may differ. The result of having these BMPs implemented will be the reduction of turbidity levels and available phosphorus and other nutrients within Lake Sunapee helping to prevent a further decline in water quality.

Selection Procedure:

Scope of Work:

Deliverable 1: Completion of final site design plan acceptable to NH LAKES and NHDES.

Tasks: Coordinate with LSPA and the Town of Sunapee to develop a conceptual shoreline stabilization plan for the Georges Mills town beach property acceptable to NH LAKES and NHDES. This process may include holding community sessions to solicit public input at the Towns discretion. Complete final plan for the installation of BMPs that takes into consideration the capability of the Town of Sunapee working crew and available equipment. The final plan shall include details of all erosion prevention and sediment control measures required by a NHDES Wetlands Bureau permit. Plan is to include list, quantity and locations of native plants suitable to the site conditions. Planting details must be descriptive enough for ordering and implementation purposes.
