We reserve the right to change the terms and conditions of the RFQ by amendment at any time prior to the source selection decision.
(2) Capability. We will evaluate your capability based on your past performance, experience, safety and health performance & program, and compliance to instructions.
1. Past Performance. Past performance is a measure of the degree to which an offeror satisfied its customers in the past and complied with Federal, state, and local regulations. Jefferson Lab may contact some of the offeror's customers to ask whether or not they believe: (1) that the offeror was capable, efficient, and effective; (2) that the offeror's performance conformed to the terms and conditions of its contract; (3) that the offeror was reasonable and cooperative during performance; and (4) that the offeror was committed to customer satisfaction. In evaluating past performance, Jefferson Lab may also contact other sources of information including, but not limited to:
Federal, state, and local government agencies, better business bureaus, published media, and electronic data bases.
2. Experience. Experience is the opportunity to learn by doing. Jefferson Lab will evaluate the offeror's organizational experience on the basis of its breadth, its depth, and its relevance to the work that will be required under the prospective subcontract.
3. Safety & Health Performance. Experience and past performance demonstrate that the offeror is committed to safe, healthy and environmentally sound construction practices. Workers Compensation Experience Modification Rating (EMR), Incidence Rates, Total Recordable Case Incident Rate (TCIR), Days Away, Restriction or Job Transfer Incident Rate (DART), Incidents Involving Fatalities. OSHA Violations and Safety and Health Program Elements will all be rated based on the company’s’ submittals for each element. Points will be assigned using a predetermined point scale. The total points will be totaled and each company will be ranked base on the total points awarded. Minimum of 65 points out of a 100 is considered acceptable.

(3) Price. Jefferson Lab will evaluate the reasonableness of your proposal in relation to requirements of the specifications and drawings, and the Lab estimate for the project. The proposal will also be evaluated to determine the offeror’s understanding of the contract requirements as expressed by the solicitation. A comparison of proposal received in response to the solicitation, prior proposed prices for similar work, and other sources may be used to perform a prices analysis.
Evaluation Factors for Award:
The evaluation factors and subfactors above and their related pass or fail criteria will form the basis for our decision. An offer must be acceptable in order for the offeror to be eligible for award. Jefferson Lab will not award a subcontract on the basis of an unacceptable offer. Additionally, an offeror must have proven they have the capability to perform the work required by the solicitation. Lastly, an offeror must offer to perform the project for a reasonable price.
For award purposes if and when the Bid Schedule requests prices for options, additives, and/or alternates, JLab will evaluate these by adding the total price for all options, additives, and/or alternatives and any combination thereof to the total price for all bid items. Evaluation of these elements will not obligate JLab to award the options, additives, and/or alternates.
Award: In order to select the winning offeror, Jefferson Lab will determine the acceptability of the firm offering the lowest price. If that firm is determined acceptable, an award will be made without further technical evaluation of other offers. If determined not acceptable, the next lowest priced offer will be evaluated for acceptability. This process will continue until the firm determined to be acceptable and has the lowest reasonable price is selected. Award will be made to the responsible offeror who is acceptable and who offers the lowest price.
