The RFQ evaluation criteria allocate 60 points for related experience on similar projects completed within the past ten years, 25 points for the ability of professional personnel, 10 points for firm description and background, and 5 points for statement of interest. The nine-member Capitol Grounds Planning Commission will serve as the project steering committee, requiring the selected firm to attend a minimum of three meetings: one project kick-off, one milestone meeting, and one final presentation, with additional meetings possible at the commission's discretion. All non-resident corporations, LLCs, and LLPs must be registered with the North Dakota Secretary of State before contract execution. The State of North Dakota will not include an arbitration clause in the contract. Location preference is given to firms headquartered in North Dakota as outlined in North Dakota Century Code 54-44.7-03. Request for Qualifications
Architectural Services
For
Master Planning Services at the
State Capitol Complex in Bismarck
To
State of North Dakota

I. INTRODUCTION
The Office of Management and Budget, Facility Management Division, will receive Statements of Qualifications for architectural services to provide comprehensive master planning services for the capitol complex in Bismarck, ND.
II. PROJECT INFORMATION
The capitol complex consists of seven buildings, over 370,000 square feet of usable office space, 160 acres of property, and several parking lots with over 2,000 parking spaces. The buildings consist of the capitol tower with legislative and judicial wings, department of transportation, state fleet, Liberty Memorial Building, Heritage Center, State Lab, and Governor’s Residence.
The last two master plans were completed in 2000 and 2020. Since the last update in 2020, several changes have occurred including the demolition of the State Office Building, the construction of the state lab, the construction of the military gallery addition on the Heritage Center, and the initiation of a space utilization study to optimize the use of available space on the capitol complex.
It is anticipated that the master plan will be completed within 6-8 months after the contract is awarded.
III. SCOPE OF SERVICES
The master plan should provide a 20-year outlook for the capitol complex. The scope of services includes, but is not limited to:
A. Public and stakeholder engagement;
B. Office space, restroom, and parking needs analysis;
C. Recommendations for short and long-term campus preservation and development;
D. Recommendations for vehicle and pedestrian circulation, walkways, and parking;
E. Recommendations for current and future monument and statue locations;
F. Phasing and implementation strategies; and G. Estimates of probable costs.
The nine-member Capitol Grounds Planning Commission will serve as a steering committee for this project. At a minimum, the firm providing the master planning services will attend one Capitol Grounds Planning Commission meeting to kick-off the project, one milestone meeting to gather additional input, and one meeting to present the final master plan. Additional meetings may be scheduled at the discretion of the commission.
IV. CONSULTANTS
All individuals and/or firms serving as consultants shall be considered part of the design team.
V. SUBMITTAL REQUIREMENTS AND SELECTION CRITERIA
The selection committee requests the following information for the selection process to create a short list of firms to interview. The information requested below is in substitution of the Standard Form 330, Architect-Engineer Qualifications.
While preparing the submittal, please be conscience of the scale of your projects in respect to the work described.
A. Firm description and background. Maximum 10 points.
Maximum four pages.
Provide the general background information of the firm including address, contact information and firm type.
B. Statement of Interest. Maximum 5 points.

Provide a description of your interest in this project. Please be specific.
C. The Ability of Professional Personnel. Maximum 25 points.
Maximum ten pages.
Qualifications of the architectural and design team and additional project team members proposed for the project including a clear definition of their primary responsibility. This section shall include:
1. An organizational chart showing all members of the project team. List any in-house or out-of-house special consultants. Identify their function within the project team. Identify the point of contact for this project.
2. Enclose brief resumes of personnel to be assigned to this project.
D. Related Experience on Similar Projects. Maximum 60 points.
Maximum ten pages.
Describe five projects completed within the past ten years, or in development, that most closely resemble this project. Include the project name, client, year of completion, and reference contact. Identify any person(s) who worked on the five projects who will be working on the project identified in this request for qualifications.
VI. INTERVIEWS
Following the receipt of information from all interested individuals and firms, the selection committee shall hold interviews with at least three firms deemed most qualified based on the information submitted.
The selection committee will reach out to the top-ranked firms for additional interview information by email or mail.
Pay special attention to the “Notification of Selections” date below to know when contact will be made for interviews.
North Dakota Century Code 54-44.7-03 states that the selection committee shall evaluate interviewed persons and firms based on the criteria below. Consider the following information while preparing for the interview:
A. Past performance B. The ability of professional personnel C. Willingness to meet time and budget requirements D. Location, with higher priority given to firms headquartered in North Dakota E. Recent, current, and projected workloads of the persons or firms F. Related experience on similar projects G. Recent and current work for the agency
VII. PROCEDURES FOR SUBMISSIONS
Firms or individuals wishing to be considered shall submit three (3) copies of their qualification information no later than 2:00 PM CST on Wednesday, December 31, 2025, to:

Sequence of Events: The following sequence details the key phases involved in the qualification and selection process:
1. Advertise for Proposals December 9, 16, and 23, 2025
2. Submittals Due 2:00 PM CST on December 31, 2025
3. Review Responses and Prepare Short List January 1-January 8, 2026
4. Notification of Selections January 9, 2026
5. Interview Selected Persons and/or Firms January 20-22, 2026
6. Final Ranking and Notification January 23, 2026
7. Contract Negotiation, Preparation, and Review January 26-30, 2026
8. Start of Services February 1, 2026
VIII. ADDITIONAL INFORMATION
All non-resident corporations, LLC’s, and LLP’s must be registered with the Secretary of State to do business in the State of North Dakota before they can enter into the contract.
The State of North Dakota will not include an arbitration clause in any contract with the successful firm.
