To Whom It May Concern:
Please see the responses to the following questions:
Question 1: Current agency licenses to participate as a contractor consist of what license by the State of
Texas is one substance abuse outpatient license; and what as a mental health agency?
Answer: The agency would need to be licensed as an outpatient substance abuse facility by the Texas
Department of State Health Services.
However, if the individual is in private practice as a Master's‐level clinician or Ph.D., then no facility license is required since those individuals are independently licensed, usually as a LMSW, LPC, or licensed psychologist.
There are no requirements for a facility to be licensed as an outpatient center for mental health services in the State of Texas. As stated above, a Master's or Ph.D.‐ level clinician with a professional license will suffice.
Question 2: What is the ADA requirement for building dating before ADA laws were establish if any?
Answer: There is an ADA checklist that can be used (below). If the agency is seeking a facility license as referenced above, then they are required to meet the requirements in the checklist.
Question 3: Can any agency add or change staff from the initial staff submitted with your quote?
Answer: We prefer the core staff to remain the same, but understand staff may be reviewed for approval along the way while others may leave the agency.
Please be informed that the FBOP will not accept questions seven (7) days before the solicitation closing date.
