Additional Question Regarding RFQ-CTS-023-17 (CTS in Bismarck, ND.)

Question: We are working on our response/proposal in regards to this RFQ. In regards to the

Administration of Medication (Code 6050). Our staff are not certified in Medication Administration. We do medication monitoring which does not require certification. Our subcontractor who we are proposing provide the mental health services does provide Medication Administration. This is a new service from any of our previous CTS contracts. Are we still eligible to submit a bid on all other services requested?

Response: Medication Monitoring (CLIN 6051) requires a practitioner who is licensed to practice in the state where services are being rendered. Medication Monitoring is a service to evaluate the effectiveness of psychiatric medications prescribed, may involve ordering lab tests, and making adjustments to the medications (per pg 15 Statement of Work). Medication Monitoring as well as Psychiatric Evaluation and Report (CLIN 5030) are usually provided by the same practitioner. Both line items (CLIN 5030 and CLIN 6051) can be subcontracted to a licensed provider.

Administration of Medication (CLIN 6050) is a service being requested in the CTS solicitations. It involves the dispensing of oral medication, monitoring its ingestion, and/or administering of intra-muscular injections. “Practitioner performing any administration of medication must be licensed to do so in the state where services are being rendered and must meet Federal, state, and local regulations” (per pages 14 and 15 of the Statement of Work). Furthermore, all services requested in the solicitation must be provided. Subcontracting this service to a licensed provider is permitted.
