Pre-qualification approval requires that submitted projects collectively demonstrate at least one positive response to all eight reference evaluation questions covering installation, modification, or repair of underground network power distribution equipment, experience with specified network protectors and relays, and transformer modifications. Contractors must provide current contact information for owner representatives or program managers, as non-responsive or unreachable references will be counted as negative responses. The statement of bidder's qualifications must be notarized and include certifications regarding the contractor's financial capacity, bonding availability, insurance coverage, prior contract performance history, and absence of debarment or criminal convictions. Bidders are required to submit pertinent Georgia state contractor license information and a description of proposed project management and organizational structure.
