A2. Voice rates would be used when ever there is a phone call involved, i.e. notification to employees, 800 number call in from employees or other charges as they apply to voice service.
Data rates would be used when ever there is a Text Message or other type of non voice message that is sent or received through the notification system. Additional details may be available depending on the services offered by the vendor.
Page 21, Price proposal states "The price proposal shall list the base prices for contracted service that will allow for 24-hour a day, 365 days per year, notification of approximately 2,100 BPD employees that will be contacted at least five (5) times per year." And page 13, paragraph titled Scope, states "estimated usage not to exceed 10,000 minutes per year".
Q3. Would it be correct to state that the firm fixed price will provide BPD up to 10,000 minutes of total usage for the year. The 10,000 minutes may be used for approximately 5 BPD uses per year.
A3. Yes, the firm fixed price will provide BPD with 10,000 minutes of total usage for the year.
BPD will purchase at a fixed contract price 10,000 minutes per year and from this block of time will conduct system testing at least 5 tests a year that may include all BPD personnel.
Q4. And minutes used by BPD over 10,000 minutes in a contract year will be invoiced out of additional blocks of time?
A4. Should BPD exceed the 10,000 minute initial purchase, BPD will purchase additional blocks of time at a fixed price from the vendor. Vendor will provide cost information to purchase additional time over the contracted 10,000 minutes.
Q5. Are the quarterly tests referenced on page 13, paragraph Scope included in the not to exceed 10,000 minutes per year commitment?

A5. Yes, the quarterly tests would be 4 of the 5 BPD uses per year.
Q6. What is the date of expected contract award?
A6. No later than March 1, 2011.
Q7. Should blocks 21, 22, 23, 24 be completed on Standard Form 1449? Or is the information to be submitted in Volume III, Price Proposal sufficient?
A7. The price proposal is sufficient.
Q8. Are Volume I, Volume II and Volume III to be combined into one document for submittal or submitted as separate documents?
A8. In accordance with Volume III in the solicitation, the price proposal shall be a volume separate from the technical proposal.
Q9. It appears that the Bureau of Public Debt has an incumbent providing Alert Notification. Is BPD satisfied with the current system, and if not, what other elements or requirements is BPD looking for?
A9. Yes, BPD is satisfied with the current service.
Q10. Have any vendors provided assistance in drafting the requirements for this RFI? If so, whom?
A10. No, BPD employees drafted the requirements.
Q11. How many "administrators" or personnel with the ability to generate and send a message does BPD anticipate?
A11. The number would vary based on the number of sub data bases that are being used. From the main data base I would estimate the maximum number that could prepare and send a message would be 25. Under normal conditions this number would be closer to 10 although it is dynamic and can change based on need on a daily basis.

Q12. Has your office received any demonstrations from other vendors? If so, whom? And would BPD be open to allowing demonstrations after the RFQ phase of this solicitation?
A12. No, demonstrations have not been received.
This action does not require demonstrations.
Q13. you did not describe how many calls need to be made per day or what features they need, A13. There is no set or even a way to approximate the amount of calls made per day. Most days the number will be zero while that number could go as high as ten thousand during an all employee quarterly test to an indeterminable amount during an emergency incident.
Q14. I am submitting this to you to request clarification on question 10 regarding the sub-databases. Can you please explain this request and its purpose with regard to RFQ-BPD-11-0030 MC? I appreciate any and all details of this architecture.
A14. The proposed system must have the capability to create small data bases that people outside of the administrators can use without giving them administrator rights where they could get into the main data base and inadvertently or intentionally cause damage to our data.
We sometimes need to create sub groups of people from our main data base or groups with people who are not in our main data base. These are used by sections within Public Debt for specific contact and notification requirements. The people who control these data bases have limited access to the main data base and as a result cannot make changes to the main data base.
Q15. In evaluating the bids, will contractors who hold GSA Schedule 70 contracts for the services requested be considered more favorably than other responders, all other factors being equal?
A15. No, all proposals will be evaluated equally as indicated in the solicitation.
