About this file

This is a Request for Quotation (RFQ) issued by the General Services Administration (GSA) for the procurement of motor vehicles through a Motor Vehicle Delivery Order (MVDO). The solicitation, numbered 47QMCA26Q0108, requires a minimum of twenty (20) and maximum of thirty (30) light-duty automobiles for delivery. This is a 100% small business set-aside with NAICS Code 336110 (Automobile and Light Duty Motor Vehicle Manufacturing) and PSC Code 2310. The Government intends to award a firm-fixed-price delivery order to one vendor for the quantity range specified, with the actual quantity awarded discretionary based on Government requirements, available funding, and evaluation results. Quotes are due by September 21, 2026, at 4:45 PM EST, with respondent questions due by 11:00 AM ET the same day.

Respondents must submit quotations FOB Destination, including completed SF-18 forms, technical and past performance documentation, pricing schedules, specifications, and supporting attachments. Evaluation factors include technical compliance with specifications (delivery dates, vehicle color, availability), past performance (minimum two to three recent relevant contracts), and price, with technical factors combined equal to price. The Government reserves the right to award any quantity between twenty and thirty vehicles at the lowest evaluated unit price per vehicle. Key administrative requirements include active SAM.gov registration, Tax ID Number inclusion for IPP account establishment, and vehicle status updates via GSAFleet.gov. All communications shall be directed to April Stanch (April.Stanch@gsa.gov) and Ed Hodges (john.hodges@gsa.gov), with Malik Addo identified as the post-award Contracting Officer.
