About this file

This is a Request for Quotation (RFQ) issued by the General Services Administration (GSA) for the procurement of motor vehicles.

GSA seeks quotations for a minimum of 30 vehicles, with potential awards up to a maximum of 60 vehicles, all delivered via Attachments A and B. The NAICS code is 336110 (Automobile and Light Duty Motor Vehicle Manufacturing) with PSC Code 2310. This is a 100% small business set-aside. The Government intends to award a firm-fixed-price Motor Vehicle Delivery Order (MVDO) to one vendor for the awarded quantity. The actual quantity awarded will fall between 30 and 60 vehicles at the Government's discretion based on requirements, available funding, and evaluation results. Partial minimum quoted quantities will not be evaluated. Respondent questions are due August 27, 2026 at 11:00 AM ET, with quotations due August 28, 2026 at 8:00 AM EST. Pricing must be FOB Destination and inclusive of all applicable federal, state, and local taxes. GSA requires items quoted for immediate delivery, though vendors may propose alternative delivery times.

Quoters must submit complete documentation including a signed SF 18 cover page, completed Section C (contractor information and authorized negotiator details), technical and past performance proposals, price/delivery schedule (Attachment A), specifications (Attachment B), GSA Fleet Systems account application form, brand name or equal worksheet if applicable, manufacturer's vehicle window stickers (limited to one PDF), FAR Clause 52.212-4 addendum, and source of supply/partnership letter. Evaluation factors include technical compliance with specifications (delivery terms, vehicle color, availability, and delivery dates), past performance (minimum 2 but not exceeding 3 recent relevant projects within two years), and price, with technical factors combined equally weighted to price. Vendors must have active SAM.gov registration. All communications and quote submissions must be sent via email to April Stanch (April.Stanch@gsa.gov) and Ed Hodges (John.Hodges@gsa.gov), who serve as the Government's points of contact for post-award administration. Invoices shall include the applicable MVDO number and be submitted to the Integrated Procurement and Payment system (IPP) and GSA Fleet.gov.
