About this file

This is a Request for Quotation (RFQ) issued by the General Services Administration (GSA) for the procurement of motor vehicles through a Motor Vehicle Delivery Order (MVDO).

GSA is seeking quotations for a minimum of 30 vehicles, with potential for award of up to 60 vehicles at the Government's discretion. This is a 100% small business set-aside. The procurement applies NAICS Code 336110 (Automobile and Light Duty Motor Vehicle Manufacturing) and PSC Code 2310. Quoters must provide a unit price per vehicle; the Government will evaluate offers based on the lowest evaluated unit price and apply it to the quantity awarded between 30 and 60 vehicles. Pricing must be FOB Destination and inclusive of all necessary items and services. Partial minimum quoted quantities will not be evaluated. Quotations are due August 28, 2026, at 8:00 AM EST. Questions from respondents are due August 27, 2026, at 11:00 AM ET. The RFQ incorporates FAR Subpart 12 provisions for commercial items and requires acknowledgment of all solicitation amendments.

Evaluation will consider three equally weighted factors: (1) Technical Compliance with specifications, delivery terms, vehicle color, availability, and delivery dates; (2) Past Performance (minimum 2 to maximum 3 recent contracts within the last two years with similar scope and volume); and (3) Price. All respondents must have active SAM.gov registration, complete and submit SF 18 (all pages 1-8), provide Section C (contractor information), submit technical and past performance documentation (limited to 20 and 3 pages respectively), complete the Price/Delivery Schedule (Attachment A), provide specification compliance (Attachment B), complete GSA Fleet Systems Account Application (Attachment C), include manufacturer's window stickers in one PDF, complete brand name or equal worksheet if applicable, and submit required legal documents including FAR Clause 52.212-4 addendum and Source of Supply/Partnership letter. Vendors must certify authority to distribute products and dealers shall not affix dealer identification items to delivered vehicles.
