About this file
This is a Questions and Answers document for RFQ-26-PHX-052, an Area-wide Blanket Purchase Agreement (BPA) for Primary Care Physician services.
The document addresses four key clarifications regarding staffing requirements and BPA Call issuance. The Government clarifies that estimated annual hours listed in the BPA Pricing Schedule (2,080 hours for Phoenix Indian Medical Center and 1,040 hours for remaining Ordering Activities) are provided solely for quotation evaluation, acquisition planning, and BPA administration purposes and do not establish required staffing patterns, work schedules, or full-time equivalent (FTE) levels. Specific coverage requirements, schedules, and periods of performance will be identified in individual BPA Calls based on the needs of each Ordering Activity. The Government reserves the right to issue BPA Calls for any combination of Contract Line Items (CLINs) identified in the Pricing Schedule and clarifies that inclusion of a facility in the Pricing Schedule does not guarantee issuance of a BPA Call, indicate a current staffing requirement, or suggest replacement of existing contractual coverage. The BPA is established Area-wide to enable participating facilities to utilize it when requirements arise.

Questions and Answers RFQ-26-PHX-052
Question 1
Question:
Attachment B – BPA Pricing Schedule reflects 2,080 estimated annual hours for Phoenix Indian Medical Center and 1,040 estimated annual hours for the remaining Ordering Activities. Are the 1,040 estimated annual hours intended to reflect continuous part-time coverage, such as approximately 20 hours per week, consecutive full-week blocks, such as one or two weeks per month, or another rotational arrangement?
Government Response:
Refer to Section A.4, Description of Requirement; Section A.6, BPA Calls; and Attachment B, BPA Pricing Schedule.
Estimated hours are provided for quotation evaluation, acquisition planning, and BPA administration purposes and do not establish a required staffing pattern, work schedule, or full-time equivalent (FTE). Specific coverage requirements, schedules, estimated hours, and periods of performance will be identified in the applicable BPA Call.
Quoters shall price the estimated hours identified in Attachment B in accordance with the solicitation.
Question 2
Question:
The Pricing Schedule identifies an estimated 2,080 annual hours at Phoenix Indian Medical Center and 1,040 annual hours at each of the remaining locations. Are Primary Care Physicians anticipated to work full-time schedules of approximately 40 hours per week at each location, or are the 1,040 estimated annual hours intended to reflect part-time coverage averaging approximately 20 hours per week?
Government Response:
Refer to Section A.4, Description of Requirement; Section A.6, BPA Calls; and Attachment B, BPA Pricing Schedule.
The estimated hours do not establish a required weekly staffing schedule or FTE. The 1,040 estimated annual hours should not be interpreted as requiring approximately 20 hours of coverage each week. Actual coverage requirements and schedules will be identified in individual BPA Calls based on the needs of the applicable Ordering Activity.
Question 3
Will BPA Calls generally be issued for a single Ordering Activity, or may a single BPA Call include physician coverage at more than one location?
Government Response:
Refer to Section A.6, BPA Calls, and Attachment B, BPA Pricing Schedule.
BPA Calls will identify the applicable Ordering Activity or Activities and the specific requirements for that Call. The Government reserves the right to issue BPA Calls for any combination of CLINs identified in the Pricing Schedule.
Listing a facility in the Pricing Schedule does not mean there is currently a requirement at that facility. It also does not guarantee that a BPA Call will be issued. The BPA is being established Area-wide so participating facilities can use it when a need arises.
Question 4
Does inclusion of an Ordering Activity in the Area-wide BPA Pricing Schedule indicate that the Government currently has an additional Primary Care Physician requirement at that location or intends to replace existing contractual coverage?
Government Response:
Refer to Section A.6, BPA Calls, and Attachment B, BPA Pricing Schedule.
No. Inclusion of an Ordering Activity in the Pricing Schedule does not guarantee issuance of a BPA Call and should not be interpreted as establishing a current staffing requirement, duplicating existing contractual coverage, or indicating a transition from an existing contract.
Requirements will be identified through individual BPA Calls as Government needs arise.
