About this file

This document is a Questions and Answers (Q&A) file for Request for Quote (RFQ-26-PHX-01) for Inpatient Unit (IPU) RN Services at Hopi Health Care Center (HHCC). Key details include the facility having a 4-bed low-acuity unit with end-of-life and respite care capabilities, where 2 RNs can typically handle the patient load and are expected to float to other departments like ER or Outpatient units when needed. The current incumbent is RAO Radiologist Incorporated, and the nurse-to-patient ratio is normally 1:2, with a national standard of 1:3-4.

The Q&A provides important information for potential offerors, including housing details (contractors typically stay in Winslow, 45 minutes away), scheduling practices (schedules made 2 pay periods ahead), and submission requirements. Notably, the government requires offerors to be registered in SAM.gov, submit a complete technical proposal including certifications, licenses, and a capacity/fill rate table, and failure to provide these may result in a determination of non-responsiveness. RNs will not be paid for IHS training time unless completed during their shift, and there are no specific designated locations within the proposal for certain documents.

Questions and Answers: RFQ-26-PHX-01- IPU RN Services at HHCC

QUESTION: Is there onsite lodging available? (if not is there recommended housing that other travel providers typically stay)?

ANSWER: In regard to housing: Currently, HHCC does not have housing available. The

Hopi Tribe has housing next to our facility but there may be a wait list for those units. Some of our current contractors rent one of those units and share as roommates. However, they are unfurnished so that is something to factor in. There is an application for the Tribal Housing called Walpi Housing. No Government housing and no RV Lots are available as of now. Most contractors stay in Winslow about 45 minutes away.

QUESTION: How far in advance is the schedule made?

ANSWER: Normally we try to keep the schedule at least 2 pay periods ahead. Surgical is dependent on the Provider schedule to create their own schedule. Medical can schedule up to two Pay Period ahead.

QUESTION: What is the average nurse to patient ratio in the IPU?

ANSWER: We are only a 4-bed unit. 2 RNs can easily handle the patient load without difficulty. A CNA is schedule when one is available.

QUESTION: How many beds in the inpatient unit?

ANSWER: 4 Beds

QUESTION: What is the acuity level?

ANSWER: We only keep low acuity patients in our unit. We also do end of life care and respite care in our units for families needing a break.

QUESTION: Is there an incumbent or is this a new opportunity?

ANSWER: Current incumbent- RAO Radiologist Incorporated.

QUESTION: Will nurses be required to provide float coverage for departments outside the IPU

(Pediatrics, ED, OB, etc.)?

ANSWER: Yes, our admission is lower some months so we cross train staff in IPU to float to ER or Outpatient units when there is a need.

QUESTION: Would the government be able specify the average nurse to patient ratio typically maintained on the Inpatient Unit, to help plan staffing levels that ensure proper expectations?

ANSWER: 1:3-4 is the national ratio. For us, it is normally 1:2. On occasion it is 1:4 but very rarely and the unit does not do high acuity. There will always be at least 1 RN and 1

CNA or 2 RNs on shift. High potential of caring for patient needing assistance with ADL.

QUESTION: Will the RNs be paid for time taken to complete IHS required trainings, whether they complete the trainings on-site or on-line?

ANSWER: No, we do not pay for staff to complete IHS training unless they are on duty and can work this into their shift then we allow them to do their mandatory training during work time.

QUESTION: Will the government please confirm the offeror should include Representations and Certifications within the technical volume of the proposal?

ANSWER: There is not a designated location/segment of the proposal the information is to be addressed in. A separate document may be submitted.

QUESTION: Will the government please confirm the offeror should insert the capacity/fill rate and retention rate table into the proposal and not the entirety of the page?

ANSWER: Contractor shall insert this table in their submission and insert Capacity/Fill

Rate & Retention Rate percentage per instructions above. Content listed is to remain in table. As instructed on page 41: ***This page shall be included in Contractor’s Electronic

Volume I – Technical Proposal*** Failure to upload this page and insert the required percentage will result in determination of non-responsiveness.

Offerors shall submit a COMPLETE PDF copy from SAM.gov showing registration. Failure to provide will result in proposal submission determination of non-responsiveness." (B.14, p.

39-40)
