About this file

This is a Statement of Work (SOW) for Request for Quote (RFQ) 26006772 issued by the State of Rhode Island for the Rhode Island Veterans Memorial Cemetery (RIVMC) located in Exeter, Rhode Island. The project involves the installation of approximately 1,800 feet of in-ground irrigation piping and six gate valves along the inner ring road of the cemetery to enable watering of six burial fields (E, G, H, I, J, and AS1) comprising approximately 31 acres that currently cannot be reached by existing water systems. The scope requires pipe and valve placement in locations that do not obstruct cemetery roads or disrupt burial fields, as illustrated in an aerial site map provided in the solicitation. Construction must commence after issuance of the Purchase Order, with substantial completion required by November 30, 2026, and final completion by February 28, 2027. A pre-bid meeting is scheduled for July 21, 2026, at 11:30 AM EST at the cemetery's Administration Building.

The base bid price includes an allowance of $5,000 for unforeseen utilities or other irrigation systems. Liquidated damages are assessed at $200 per day for delays beyond the completion deadlines. The project addresses operational inefficiencies in the cemetery's current watering process, which relies on labor-intensive water buffalo transport via tractor, and aims to improve the aesthetic appearance and maintenance of burial fields during dry summer months by enabling staff to use fire hoses and sprinklers from the newly installed gate valve access points.

TITLE: RHODE ISLAND VETERANS MEMORIAL CEMETERY IRRIGATION

EXPANSION

SECTION A. BACKGROUND

The Rhode Island Veterans Memorial Cemetery (RIVMC) is located at 301 South County Trail, Exeter, Rhode Island. The land consists of approximately 280 acres. There are six burial fields (E, G, H, I, J and AS1) in the center of the cemetery consisting of about 31 acres that staff are unable to currently reach with water. The current process to water these areas require using a water buffalo that is pulled behind a tractor. This is a very labor intensive and time-consuming process. With the addition of approximately 1800 feet irrigation pipes and six gate valves the staff will be able to reach these areas with the use of fire hoses and sprinklers. The gate valves will give access to water over 31 acres of property within the cemetery.

SECTION B: SCOPE OF WORK AND REQUIREMENTS

The RIVMC wishes to expand in-ground water piping and install gate valves along the inner ring road of the Cemetery. The addition of approximately 1800 feet of water piping and six valves (see section a below) will increase the capability of cemetery personnel to water burial fields during dry summer months and help keep the cemetery fields green during dry spells. There are six burial fields in the center of the cemetery consisting of about 31 acres that staff are unable to currently reach with water. Placing these pipes and valves will enable the staff to reach these areas with hoses and sprinklers. Currently, the staff is unable to water these areas and during dry spells the grass withers and dies allowing weeds to take over. The ability to water these areas

2021-1.A Page 2 of 3 Revised 01/17/2023 more frequently will allow the grass to remain green and prevent weeds from taking over. This will improve the overall appearance of the burial fields and reduce the complaints the cemetery receives from visitors.
