About this file

This Addendum No. 1 modifies the Request for Qualifications issued by the Texas Department of Transportation (TxDOT) Aviation Division on behalf of the City of Lamesa and Dawson County for planning services at Lamesa Municipal Airport (TxDOT CSJ No. 24ALLAMES, Project No. RFQ24ALLAMES00067). The addendum, issued June 14, 2024, revises the project schedule to include five phases: Kick-Off with target market and SWOT analysis, strategic planning, and public outreach; Phase I addressing aviation demand forecasts and critical design aircraft; Phase II evaluating highest and best uses of airport property and facility alternatives; Phase III developing the development plan, Capital Improvement Plan (CIP), Airport Layout Plan (ALP), and height/hazard zone protections; and Final Documents and Meetings. Consultant responses must provide estimated weeks for each project phase, be limited to nine pages in 8.5x11 format with minimum 10-point font, and be submitted via the TxDOT eGrants system by the original deadline of July 10, 2024, at 2:00 PM CST.

The addendum clarifies several key modifications to the original RFQ requirements. The requirement that the project manager be a Professional Engineer registered or licensed in Texas has been stricken. Additionally, the evaluation criterion requesting direct experience developing drainage studies similar to those proposed has been removed. Most significantly, Scope of Work Item #2, which addressed an full 18B survey, has been entirely stricken from the RFQ due to funding concerns, as this survey would have exceeded the available funding identified in the TxDOT Aviation CIP. Forms 550/551 are no longer required, 11x17 page sizes are not permitted, and no specific font or color formatting requirements apply beyond the stated size minimum. The addendum itself does not count against the nine-page response limit.

TxDOT CSJ No.: 24ALLAMES

TxDOT Project No.: RFQ24ALLAMES00067

Issued: June 14, 2024

1. Project Schedule is replaced as follows:

Kick-Off; Establish Goals and Strategic Plan o Conduct target market and SWOT analysis; establish objectives o Strategic vision – Airport vision, mission, and value statements o Create public outreach program with digital component

Phase I: Airport Role and Planning Standards o Update aviation demand forecasts – based aircraft and operations o Determine current and future critical design aircraft o Airfield design and landside hangar/business market assessment

Phase II: Airport Facility and Land Use Alternatives o Evaluate highest and best uses of airport property o Develop airside and landside facility requirements/alternatives o RSA Evaluations

Phase III: Development Plan, CIP, ALP, HHZ, Etc.

o Recommend concept plan and CIP for short- and long-term periods o Height/hazard and land use compatibility o Update Airport Layout Plan (ALP), Final Documents, and Meetings

Please provide an estimated number of weeks in your response for each item listed above. This number of weeks will be the total number of weeks for the project.

2. Questions and Answers:

• Question: Is any format allowed now, as long as it is 9 pages 8.5x11?

Answer: There is no specific font, font size, color, or other formatting requirements, although a font size smaller than 10 is not recommended and only 9 pages 8.5x11.

• Question: No more 550/551 forms?

Answer: Forms 550/551 are no longer required.

• Question: PDF upload same as before in eGrants?

Answer: RFQ Response will continue to be uploaded in eGrants.

• Question: No more 11x17 pages allowed?

Answer: Paper size 11x17 is not allowed.

• Question: Response Procedures: 1. C. QS Content states “The project manager is required to be a Professional Engineer registered or licensed in Texas, by the submission deadline.” This has never been a requirement before to perform planning projects through

TxDOT AVN for GA airports in Texas. Is this shown in error?

Answer: Yes, this requirement is stricken from the RFQ.

• Question: Evaluation Criteria: Within Item #2 it states, “Does the consultant have direct experience developing general aviation airport plans and drainage studies similar to those proposed for this location?” I bring your attention to the “Drainage Studies” portion of the statement. Is a drainage study to be a part of the ALP Update with Narrative? It was not specified in the Scope on Page 1. Should it have been, or should it be struck from the evaluation criteria?

Answer: That has been stricken from the evaluation criteria.

• Question: Scope of Work: Item2. Is a full 18B survey required for this project or will

TxDOT perform through the on-call? If not, this will certainly exceed funding identified in the TxDOT AVN CIP published 8/30/23. Seems unnecessary to include it in our project proposal (approach and schedule) if funding is insufficient.

Answer: Scope of Work Item #2 is stricken from the RFQ.

This addendum will not count against the 9-page limit for the response.
