(vii) Period of Performance

The resulting contract period of performance will consist of a twelve (12) month base year and four (4), twelve (12) month option periods.

(viii) The provision at Federal Acquisition Regulation (FAR) 52.212-1 – Instructions to Offerors

– Commercial Items applies to this acquisition and are incorporated by reference.

(ix) The provision at FAR 52.212-2 - Evaluation – Commercial Items does apply to this acquisition. The Government will award a contract resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the

Government, price and other factors considered.

The following factors, listed in descending order of importance, shall be used to evaluate offers:

Factor 1 – Technical Services, Factor 2 – Key Personnel, Factor 3 – Past Performance, Factor 4 –

Price.

Volume 1 - Technical Factors Volume: includes Letter of Introduction; Table of Contents;

Factor 1 –Technical Services, Factor 2 – Key Personnel (to include resumes), and Factor 3 - Past

Performance. The Technical Factors Volume shall not have any reference to price.

a. Factor 1 - Technical services. (20 page limit)

The quote must demonstrate the quoters ability to provide effective services throughout the life of the contract. Quote must demonstrate that the Contractor has a clear understanding of the

Government’s requirements as outlined in the SOW. The quote must demonstrate the

Contractor’s applicable knowledge and experience in areas relevant to the SOW including, but not limited to, providing a demonstrated expert to provide subject matter expertise to the FBI on matters related to explosive ordnance disposal (EOD)/bomb technician render-safe tools and techniques, explosives and hazardous device forensic science, advanced scientific and engineering principles, training, range safety, and research and development (hereinafter referred to as “Consultant”), as well as management of multimillion dollar, multi-year, multi-site/initiative projects.

b. Factor 2 – Key Personnel (10 page limit, which included resume pages)

The quote must demonstrate the quoter’s ability to provide qualified personnel. The quoter shall provide resumes for all Key personnel. Each resume shall be limited in length to two (2) pages and must address the areas identified in the SOW. The Key personnel will be evaluated as to their ability to fulfill the tasks expected of them taking into consideration past, relevant job experience, professional education, and specific RDT&E accomplishments. Letters of

Intent/Commitment shall be included for all proposed personnel.

Resumes shall not be more than two (2) pages.

c. Factor 3 - Past Performance

The Technical Evaluation Team will conduct a past performance evaluation in accordance with the procedures in FAR Part 12 and the criteria requirements in the solicitation.

The Past Performance Factor assesses the performance record within the past 3 years of the quoter. Experience relative to this task will be assessed by considering aspects such as: quality of products and services; timeliness of performance; cost control; cost monitoring and reporting;

business relations; and overall customer satisfaction. The government may also contact previous customers, and review other relevant past performance information contained in local files and other sources, including Federal, State, and local government agencies, Better Business bureaus, published media and electronic databases. The past performance evaluations results in an assessment of the quoters probability of meeting the solicitation requirements. The past performance evaluation considers each quoters demonstrated relevant record of performance in supplying the services that meet the SOW’s requirements. Past performance must be relevant to be considered.

Past performance questionnaire. Quoters shall provide the government past performance questionnaire to three references. The reference will fill out and send the questionnaire to the contracting officer. The questionnaires will be provided to the technical team for evaluation.

Quoters will be notified of any adverse Past Performance information received. If the quoter has previously had an opportunity to respond to the adverse action, a copy of that response will be requested. If the quoter had not previously been afforded that opportunity, the FBI will then extend the opportunity to respond. A negative finding under Past Performance may result in an adverse rating.

The Quoter shall utilize the past performance questionnaire form included as Attachment 2 of this RFQ. The Quoter shall forward a copy of the Past Performance Survey to a minimum of three of its current clients with clear instructions to have the completed forms sent directly to the contract specialist, Ms. Bridgette Watts at bewatts@fbi.gov or they can fax it to 703-

985-6103, attn: Ms. Bridgette Watts.

Volume II – Business Volume - includes Formal Offer Letter and Factor 4 pricing.

d. Factor 4 - Price

Price shall be evaluated as an independent factor. The Government will evaluate the total proposed price of the base year and any option years to include travel. For the purpose of evaluation, each quoter shall use NTE $12,000 for travel. In addition, this evaluation will include an assessment of the Offeror’s quote for completeness, and reasonableness.

Quoters should note that FAR 52.217-8 – Option to Extend Services clause is included in the solicitation. The Government will evaluate this potential option to extend services by adding fifty percent (50%) of the quoters final option period price to the quoters total evaluated price.

Quoters are notified that the Government may choose to use the Option to Extend Services clause at the completion of any performance period. Quoter’s pricing should reflect the potential exercise of the extension of services option in FAR 52.217-8, keeping in mind that this solicitation is competitive and should reflect the quoters most competitive price and terms.

Travel – The majority of the work will be conducted at Quantico, VA, however, travel may be required to Huntsville, Alabama. For evaluation purposes quoters shall use $12,000 as a Not-To-

Exceed amount travel for the base and each option year. All travel, if required, shall be performed in accordance with the Federal Travel Regulations. Travel within a 50 mile radius of an FBI facility is considered “local travel” and will not be reimbursed.

The Government shall conduct a price analysis in accordance with FAR 13.106-3. A determination will be made as to whether the prices submitted by Quoters are complete in all aspects and whether the amounts submitted are calculated accurately.

Rating methodology: The Government will evaluate Factor 1 – Technical Services and Factor 2

– Key Personnel based on a color coded and narrative rating system. The rating system will allow the evaluation board to identify strengths and weaknesses associated with each quote. The following standard color scheme will be used and illustrates to what degree the Quote meets the evaluation standards.

Note: A quote that receives and “Unacceptable” rating for either Factor 1 or Factor 2 will be deemed ineligible for award and will not be further evaluated.

ADJECTIVAL

RATING

QUALITY EVALUATION DESCRIPTION

Outstanding

Good

[Green]

Quotation meets requirements and indicates an adequate approach and understanding of the requirements. Risk of unsuccessful performance is no worse than moderate. No deficiencies noted and strengths outbalance any significant weaknesses or weaknesses that exist.

Marginal

[Yellow]

Quotation does not clearly meet requirements and has not demonstrated an adequate understanding of the requirements. Risk of unsuccessful performance is high. Significant weaknesses identified. Other weaknesses are not offset by strengths. Any deficiencies present are easily correctible.

Unacceptable

[Red]

Quotation does not meet requirements and contains one or more deficiencies. Quotation is not awardable.

Factor 3 – Past Performance will be rated on a Pass/Fail basis.

Past Performance Rating

Color Rating Description

White Neutral (Pass)

No relevant past performance for evaluation. A thorough search was unable to identify any relevant past performance information (see FAR 15.305). This is a neutral rating. It does not help nor hinder the

Offeror.

Green Satisfactory (Pass)

The quoters experience/past performance on recent/relevant projects of the nature, size, and scope of the FBI requirement is sufficient to support the requirements of the statement of work and initial tasks.

The Offeror’s past performance record provides little doubt that the quoter will successfully perform the required effort. Little Government intervention is expected to be required in achieving the required level of performance.

Red Poor (Fail)

The quoters experience/past performance is extremely weak and shows little evidence that the contractor could perform on this proposed contract. The quoters past performance record provides extreme doubt that the quoter will successfully perform the required effort. Regardless of the degree of Government intervention, achieving the required level of performance is doubtful.

Award determination: In determining the best overall responses, the non-price factors when combined are more important than the price factor; however, the more equal the evaluation of non-price factors among competing quotes, the more significant the price factor becomes.

The government may accept other than the lowest priced offeror if the perceived benefits of the higher priced offeror is deemed to merit the higher price. Prospective quoters are forewarned that a quote meeting solicitation requirements with the lowest evaluated price may not be selected if award to a higher evaluated, higher priced quoter is determined to be most advantageous to the government.

(x) Quoters must include a completed copy of the provision at FAR 52.212-3 – Offerors

Per Paragraph (b)(1) of this provision, any changes provided by the vendor in paragraph (b)(2) of this provision do not automatically change the representation and certifications posted on the SAM website. It is the vendor’s responsibility to ensure their SAM registration is up to date prior to any contract awards.

(xi)The clause at FAR 52.212-4 – Contract Terms and Conditions – Commercial Items apply to this acquisition and are incorporated by reference.
