FEDERAL BUREAU OF INVESTIGATION
STATEMENT OF WORK
1 Introduction
1.1 Background
The CIEDS, located in Dumfries, Virginia, is composed of five (5) programs: Special Agent Bomb
Technician (SABT), Electronic Countermeasures (ECM), Tactical and Maritime (TSABT), International and Special Events (IPSE), and the Research, Development, Testing and Evaluation (RDT&E).
The CIEDS RDT&E program focuses on the development of render-safe technologies and render-safe procedures for federal, military, State and local bomb technicians, throughout the continental United
States, as well as abroad. Projects are driven by threat intelligence or previously identified capability gaps. Currently the RDT&E Team has only three members, a Supervisory Special Agent Bomb
Technician (SSABT), and two Explosive Operations Specialists (EOS). Additional assistance will increase productivity of testing which will provide safer and more efficient disruption and disablement techniques for all Federal, State, and local bomb technicians.
The CIEDS RDT&E team works with an interagency team of researchers, including public safety bomb technicians, engineers, scientists and IED disablement specialists from the FBI and the Naval Explosive
Ordnance Technology Division (NAVEODTECHDIV). The RDT&E Team also works with the
Department of Homeland Security, Standards and Technology Division (DHS S&T) of whom support the
FBI RDT&E program financially.
The CIEDS RDT&E program can measure success in three ways:
Informational products and publications (i.e., software, training materials and FBI
Special Technician Bulletins (STB’s)
Operational Impact in the field
Transition of technology and Render Safe procedures (RSP’s)
The RDT&E program has established quantitative performance goals for each of the above measures.
The RDT&E program’s expertise in explosives deactivation has had significant positive impact on the
First Responder community and has provided technically critical guidance during several incidents, to include the most recent September 2016 terrorist attack in New York and New Jersey and the December
2015 terrorist attack in San Bernardino, California.
In the past five years, there have been approximately one-hundred (100) technical consultations with the
RDT&E team. Numerous bomb squads and FBI Special Agent Bomb Technicians have contacted the
RDT&E program to report on their successes primarily made possible through the methods and tools developed by CIEDS RDT&E.
An expansion to the areas of responsibility for the RDT&E team has led to the need for explosives machinist as well as range/explosives support services.
