Relating to the "Place of Performance", will the Contractor have access to the Chicago field office public areas for production management purposes to use as an on-site production office?
Efforts will be made to appropriate an-on site production office in FBI space. The availability of space will be based on FBI operational needs and is subject to change. (Specifically cafeteria and classrooms scenes, and more information relating to the civic center scene.
Such as, is it only an exterior or interior with hundreds of extras?)
Nine main characters (John, Mr. Brown, Tony, Trina, Brandon, Mia, Dollar Bill, Shook, Roy)
Approximately 30 extras as FBI agents/employees, students, pedestrians (will be re-used)
Under Special Considerations would the "possibility of one named actor" be considered for another key role other than the main lead?
The named actor may take a supporting role and does not have to be the lead.
Would the FBI consider supplying any of their agents as "actors" in the video for the agent roles?
Yes. The FBI will solicit volunteers within the Chicago office.

The duplicates need to be fully authored DVDs with menus and in a pressed format.
If festival entry is allowed, should that be a part of the production budget, or considered "option to extend services"?
Film festival entry shall be approved in advance by the FBI Contracting Officer and the video production company shall be responsible for any entry fees. There are no option years associated with this effort.
Besides the Chicago FBI office lobby, are there any other locations that the FBI will provide?

The principles are played consistently by the same actors throughout the film.

We are in the process of composing a quote for RFQ 0216138393 (Filmed Content), and I wanted to touch base to see if it would be possible to get the actual script for the piece.
A script will be provided.
As mentioned, we do narrative films as well as documentaries. I see from this description there is a basic outline for this story. As screenwriters, we can work on a script hitting key points in this narrative short film. Or is there a script that is already made? We use a Hollywood casting director and award-winning cinematographer for our work, so we need to make sure there is a strong script in hand for us to be involved or specifically we can work on the script. Could you let me know?
A script will be provided.
If we create a compelling script, can this short film also be used in film festivals and other distribution platforms or specifically only for the FBI?
The project is principally for FBI purposes; however FBI would consider having the film entered into festivals. Entries require advanced approval by the FBI Contracting Officer and shall be at the expense of the video production company.
Also what ll documents do we need to make sure that our quote is complete and what is the biggest criteria that will help us in being awarded this contract?
The documents required for your quote are outlined in the posted solicitation.
An award will be made to the successful interested vendor who can produce this video at the best value to the government at or below the price of $150,000.
The RFQ states that “In order of importance the quotes will be evaluated for technical approach, past performance and price.” In submitting a response, what information should we include to address our technical approach and past performance.
Reference the solicitation. The attachments/amendments require 3 references to document past performance. The technical approach is your company’s response to meet the requirements as specified in the attached statement of work. Offeror quotes will be evaluated for the those which best meet the FBI’s requirements and demonstrate a company’s ability to have successfully provided like or similar video productions to other organizations and/or government at a cost less than but no more than the $150,000 budget. The FBI will contact the references provided by the offeror to document a company’s past performance with completing like or similar video productions.
We understand that the evaluation criteria are in order of importance: technical approach, past performance and price. What is the qualitative importance of each category?
Reference the answer provided to the above question.
Are there any existing videos we could review that convey the style of video the FBI is interested in producing.
Answer provided above
The document “Addendum to “The Hard Way Statement of work” refers to two sets inside a
Federal Prison. Will the FBI facilitate access to film at a Federal Prison for these scenes?
See the below answer
The document “Addendum to “The Hard Way” statement of work refers to sets in a school, community center and at a burger shack. Will the FBI facilitate access to any of these locations, or does the FBI have connections that would assist in finding appropriate locations for these scenes?
FBI Chicago will allow limited access to their facility for the possibility of re-purposing
FBI space for filming scenes in the film. Also FBI will collaborate with the production company on scouting set locations with the FBI having final approval.
Can you please provide us with the film’s script, so that we can better evaluate the scope of work?
Answer provide above.
On page B-1 of the RFQ….why are “web-hosting services” included?
Not applicable
Why is an Aerial Camera Operator and Underwater Camera operator listed.
Not applicable
…Please clarify what is meant by “this total is only an estimate used for evaluation purposes”. Is the total supposed to match the overall bid price or not? Reference Section B.3.2.
Since the script is provided, the grand total should be the overall bid price.
…there is a note that we are to “make 150 duplicates of THW filmed with no segments”
What format for these duplicates are required?
150 full authored DVD’s with menus and in a pressed format.
What is meant by “named actor?” Does the client have particular access to such a named actor. Is including a named actor a critical part of the project or not?
Answer provided below. A named actor is not a critical part of the project. The FBI has no access to a named actor.
What is your definition of name talent? How much of the budget are you thinking of allocating for it?
Named talent is an actor that is recognizable to some degree. Not necessarily an A list star. The budget for this person is to be determined by the production company. The total budget for this effort cannot exceed $150,000.
What are your deliverables? DVDs see above for specifics
Who will be responsible for scriptwriting of the narrative and on-camera dialogue to complement the provided outline? A working copy of the script will be provided under separate cover.
