About this file

This document contains Answers to Questions in response to RFQ1331L524Q13040015 Amendment 1. The key details are:

The RFQ is for a requirement titled "Technical Assistance (Strategy and Training) for Bankable Infrastructure (TABI) (Africa)". This is a competitive RFQ set aside 100% for Woman Owned Small Businesses under NAICS 541330 - Engineering Services. The Government intends to award a single firm-fixed-price contract with a 12-month base period and four 1-year option periods. The anticipated award date is September 2024. The document addresses questions related to the RFQ, including guidance on the email submission format, font size requirements, and whether the Government will repeat the three-phased approach each year for new countries. The Government has decided to add a Travel CLIN to the Pricing Sheet and will not remove the "Control of Labor Resources" performance requirement, despite the FFP contract structure.

Question 1: Could DOC confirm if the cover page, table of contents, and acronym list are included in the page count requirements?

Answer: The cover page, table of contents, and acronym list are not included in the page count.

Question 2: Could DOC kindly provide specific guidance on the email submission format of the offeror’s response to the RFQ; e.g. preferred subject line.

Answer: Quotes shall be submitted electronically via e-mail to Stesnie Ridley at SRidley@doc.gov and Jameka Anderson at JAnderson1@doc.gov no later than the closing date, with the subject line, “TABI Quote - 1331L524Q13040015”.

Question 3: Section 3.0 in RFQ: Can the offeror use size 9 font in tables, charts, figures, and text boxes?

Answer: Offerors shall use a font size of no less than 10 font for tables, charts figures and text boxes.

Question 4: PWS Section 14.2 states that: “The report should detail major accomplishments during the month, problems/resolutions, issues/mitigation plan, recommendations and tracking of cumulative Travel amounts against the Travel CLIN”. Since there is no Travel CLIN in the RFQ, would the government consider removing this requirement?

Answer: The RFQ Pricing sheet will be revised to add a Travel CLIN

Question 5: PWS “Performance Requirements Summary” (Page 13) lists a performance objective number three, “Control of Labor Resources” where exceptional quality is defined as “Actual resource mix maintained within 10% of originally awarded TO resource mix.” Since this is an FFP based contract and no resource mix reporting is required, would the government consider removing this performance requirement?

Answer: PRS Objective #3 aligns with Section 3.0 of the PWS; therefore, the removal of this performance requirement is declined.

Question 6: Can the DOC confirm that it anticipates that the offeror will repeat the three phased approach each year for new countries?
