Section II: Performance Work Statement
2.1 Purpose
The Fire Information Technology (FIT) branch seeks rental options for satellite services to facilitate the IT needs of Incident Management Teams (IMT), dispatch, and other fire support organizations/personnel. The Satellite Services equipment is to support emergency management and will include:
• Satellite Services Kit o Ruggedized case o Satellite Terminal o Gateway/modem o 2” pipe mount adapter o Power supply o Network Cable ≥ 100’ o Additional network cable ≥ 100’ o Standard Operating Procedure (SOP)
• Mounting Kit o Non-penetrating ground mount (allows for terminal elevation ≥ 10’) o Tools required for setup.
• (Optional) Power Conditioner
The equipment to be rented should be available to order through an online portal. This equipment will be rented by the month (without data usage charges) and returned when no longer needed.
The equipment will be managed by fire support personnel and will not be accompanied by on site technicians. Use of a specific order of equipment can range from a single day to multiple months. The equipment will be available to be rented year-round but will be most heavily used from April through October, mostly coinciding with the western fire season. Equipment can be used for any emergency support though and must be consistently available throughout the year.
2.2 Background
The United States Department of Agriculture (USDA) Forest Service is responsible for the management of 193 million acres of public land. This management includes many management disciplines including management of wildland fire. Much of the management of wildland fires is done in cooperation with partners from other government entities who are responsible for land management. Part of this effort includes managing both cloud hosted and local data pertaining to the fire itself, the personnel assigned to its management, and coordination efforts with partners and the public. This work is largely conducted on rental computers and peripherals. The USDA Forest Service Chief Information Office (CIO) is taking the lead on behalf of the interagency fire effort to establish a national rental contract to meet the needs of the Forest Service and partner agencies.
The USDA Forest Service Fire Information Technology branch (FIT) was created in 2020 to consolidate the IT personnel whose work focuses on the application of information technology to fire and emergency management. The branch manages a variety of hardware and software solutions specific to the Agency’s mission. Much of the emergency management activity occurs
Procurement Sensitive 7 in the field, in close proximity to wildfires or other emergencies, and is comprised of interagency personnel. This interagency effort includes USDA-Forest Service, Department of the Interior - Bureau of Land Management (DOI - BLM), National Park Service (NPS), Bureau of Indian Affairs (BIA), US Fish and Wildlife Service (FWS), Department of Homeland Security – Federal Emergency Management Administration (DHS-FEMA), State Forestry Agencies from all 50 States and many Municipal Agencies, Tribal, County and Local Governments and Non- Government and public partners.
Satellite Services have been heavily used across the country in the emergency response effort especially when no terrestrial options are available. With the introduction of Low Earth Orbit (LEO) satellites, the bandwidth and latency have dramatically improved making satellite services a more viable option for last mile connectivity. This contract will be executed by the USDA Forest Service but will be available to be used by any of the interagency partners listed above.
