About this file
The document is a Request for Quotation (RFQ) issued by the Ohio Department of Natural Resources (ODNR) for wastewater treatment plant operations at South Bass Island, Kelly's Island, and Findley State Parks. The contract seeks a qualified contractor with a Class 1 or higher wastewater operator certification to manage three .02MGD extended aeration treatment plants, with services required from April to November 15th annually (year-round for Findley State Park). Key operational responsibilities include weekly facility inspections, EPA-compliant logging, process control testing, monthly reporting, and general maintenance. The solicitation is specific to Fairfield County, with proposals due by March 27, 2025, and potential bidders are encouraged to schedule site visits with Shawn Hefner, the Water/Wastewater Administrator, prior to submitting their bid response.
The contract will be awarded to the lowest responsive and responsible bidder and will extend through June 30, 2025, with comprehensive insurance requirements including commercial general liability, automobile liability, workers' compensation, and cyber liability coverage. While no specific set-aside designations were explicitly mentioned, the procurement adheres to Ohio's standard terms and conditions, which typically include non-discrimination and equal opportunity provisions. Contractors must register through the OhioBuys procurement platform, obtain an OH|ID for system access, and complete a Standard Affirmation & Disclosure Form. The contract appears to have a not-to-exceed total payment structure, with invoicing processed through Financial Shared Services and mandatory requirements for purchase order numbers and detailed service descriptions. Unique operational challenges include ferry transportation to island locations and strict compliance with background checks, confidentiality obligations, and sensitive information handling protocols.
