The solicitation seeks vendors capable of supplying sanitizers (calcium hypochlorite, sodium hypochlorite, trichlor tablets, and bromine), water balance chemicals (pH increaser, pH reducer, alkalinity increaser, calcium hardness increaser, and carbon dioxide), and pool-grade salt, with the option for scope expansion to include additional related products. A pre-proposal meeting is scheduled for April 24, 2026 at 10:00 A.M. EST via Microsoft Teams, though attendance is not mandatory. Written questions must be submitted by April 27, 2026 at 12:00 P.M. EST, with responses posted by April 30, 2026. Proposals are due May 8, 2026 by 1:00 P.M. EST via email, and the Master Agreement award is anticipated for June/July 2026. The resulting contract will be a statewide cooperative agreement with a three-year initial term plus two optional one-year renewal periods, allowing other municipalities and schools to piggyback on the competitively awarded contracts.

Vendors must meet minimum mandatory requirements including at least three years of experience supplying pool chemicals to three or more K-12 school districts or public entities, provide competitive and stable pricing, and deliver products F.O.B. destination within three business days for standard orders or one business day for emergency deliveries. All chemicals must be EPA registered, comply with Michigan EGLE regulations, include current Safety Data Sheets, and meet OSHA and DOT labeling requirements.
