About this file
This is a Request for Quotation (RFQ) issued by the Oregon Military Department for chemical treatment of spotted knapweed on 766 acres of rangeland at the US Navy Boardman Bombing Range in Boardman, Oregon. The project addresses post-fire restoration following a May 2023 wildfire. Contractors must apply approved herbicides (clopyralids/Transline, aminopyralid/Milestone, or triclopyr and 2,4D/Crossbow) in accordance with the Navy's federally approved pesticide use list and product label specifications. Following chemical treatment, the area will be drill seeded with native grasses in late fall/early winter 2023. Quotes must be submitted by September 8, 2023 at 10:00 AM via email to Sam Goff, the single point of contact at the Oregon Military Department. Application work should commence as soon as possible upon contract award, with dates coordinated with the Project Lead to avoid conflicts with military training activities. Contractors must attend a mandatory 20-minute briefing at US Navy Range Control prior to starting work, scheduled no earlier than 0900 hours on the first day.
Bidders must submit pricing on a per-acre-treated basis using the provided Pricing Submittal Form. Applicators are required to possess an Oregon State Applicators License for rangeland applications and a valid driver's license for site access. The contractor bears responsibility for providing all chemicals, storage, and disposal in compliance with federal and state regulations. Upon completion, contractors must submit the completed AGO Form 200-1-16 reporting form electronically to the Project Lead. Offers are firm and irrevocable for a minimum of 60 calendar days following the closing date, with potential extension by mutual written agreement. No specific set-asides, incumbents, or budget amounts are identified in the RFQ. This procurement is part of a larger post-burn restoration initiative involving the Oregon Military Department and the US Navy.
