Summary of RFQ W912JV23C3013

This Request for Quotation (RFQ) from the Oregon Military Department seeks native seed mixes and drill seeding services for post-burn restoration at two military installations on the Columbia Plateau in Morrow and Umatilla counties in eastern Oregon: the Oregon Army National Guard Raymond F. Rees Training Center and the U.S. Navy Boardman Bombing Range. The procurement includes three primary bid items: a native grass seed mix for the Rees Training Center (240 acres at 9 lbs/acre), a native grass seed mix for the Boardman Bombing Range (up to 770 acres at 9 lbs/acre), and drill seeding application services for up to 770 acres at the Boardman range. Both seed mixes consist of the same species composition: 30–35% Thickspike Wheatgrass, 10–15% Bottlebrush Squirreltail, 25–35% Indian Ricegrass, 5–15% Needle & Thread Grass, and 10–15% Sandberg Bluegrass, with adjustments permitted based on seed availability. Quotes must be submitted by September 8, 2023, at 10:00 AM via email, common carrier, or in person to Sam Goff at the Oregon Military Department. Seeding operations must be completed between November 2023 and February 1, 2024, following spotted knapweed treatment in September–October 2023. All seeding contractors must use a rangeland drill capable of large-acreage applications, attend a mandatory 20-minute range briefing at the Navy Range Control facility, and provide valid identification for site access.

Bidders must submit pricing per pound delivered FOB Umatilla, Oregon, for each seed mix and pricing per acre planted for the drill seeding service using the provided Pricing Submittal Form. Offers are irrevocable and binding for 60 calendar days following the closing date, with the option for the Oregon Military Department to request written extensions. The RFQ does not identify any set-aside provisions, incumbent vendors, or specific budget allocations. Qualified bidders are expected to have experience with large-scale rangeland restoration projects and provide comprehensive company information including UEI number, authorized representative details, and contact information. The solicitation indicates preference for vendors with proven experience in large reseeding projects for rangeland restoration.
