FAR 52.212-2 EVALUATION--COMMERCIAL ITEMS

Quotation Evaluation and Award Criteria 162d Wing intends to establish a Blanket Purchase Agreement (BPA), with one or more responsible offeror(ors), whose quote conforming to the solicitation represents the best value, price and non-price factors considered. Factors other than price are approximately equal to price.

Please note that a BPA is not a contract. A BPA is a streamlined method for acquiring products or services on an as-needed basis from qualified sources that are readily available and thus eliminate the need for repetitive costly re-procurements. There is no minimum or maximum guaranteed quantity. The Government does not intend to pay for any information provided under this notice. The Government is not obligated to notify respondents of the results of this notice. BPA(s) will be valid for a maximum of five (5) years, unless capacity is exhausted sooner.

All quotes will be subjected to an initial screening for completeness and conformance with the solicitation instructions before being evaluated. A quote that is incomplete will not be considered for award. The following factors shall be used to evaluate offers:

FACTOR 1 – Price – Submitted pricing shall be all inclusive. Utilizing attachment 1 – Price List, offeror shall provide their best pricing available for the projected dates listed. Daily lodging rates shall not exceed current Federal Government Per Diem rates. Offeror shall include applicable taxes/fees.

Offeror’s proposed pricing will be evaluated for price reasonableness, accuracy and/or feasibility. Elements of proposed pricing will be reviewed against the scope of work to determine whether pricing is reasonable and appropriate for the work to be performed; reflect a clear understanding of the requirements and consistent with the unique methods of performance described in the offeror’s technical narrative. The Government may determine that an offer is unacceptable if the prices are significantly unbalanced.

FACTOR 2 – Technical - Offeror shall address the following Sub-Factors according to the criteria below; each Sub-Factor is equally weighed.

Sub-factor 1 – Lodging Facility Location

Lodging facility quoted shall not exceed ten (10.0) miles driving distance of the 162nd Wing, 1500 E. Valencia Rd., Tucson, AZ 85706 (verification will be made by inputting the address quoted into Google Maps).

The Government reserves the right to inspect prospective hotel establishment and surroundings for security, safety, fire and health code compliance. Failure to allow and pass inspection will preclude a vendor for contract award, until such time a passing inspection is complete.

Sub-factor 2 – Technical Capability - This factor will be evaluated to assess the probability of successful performance as they relate to lodging services, that either meets or exceeds the government’s requirements as defined in the PWS.

The offeror shall submit a technical narrative with their submission addressing the following: Available room capacity, summary of guest accommodations available to include: guest bed sizes, laundry facilities and any complimentary amenities.

The narrative shall be a written submission limited to a total of 5 single-spaced pages, one-sided, letter size pages, 10-12 point font size in an easily readable font, such as Times new Roman. Anything over 5 pages will not be considered.

The technical narrative must demonstrate an appropriate level of resources necessary to accomplish the requirements listed in the PWS.

Based upon the Government’s evaluation of offeror submitted information, one of the following combined technical/risk rating will be assigned which reflect the degree to which the offeror’s response meets or does not meet the minimum performance or capability requirements through an assessment of the strengths, weaknesses, deficiencies, and risks.

Adjectival Rating
Description
Outstanding
Location is within the specified proximity. Response indicates exceptional accommodations and capabilities, and risk of unsuccessful performance is low.
Good
Location is within the specified proximity. Response indicates above adequate accommodations and capabilities, and risk of unsuccessful performance is low to moderate.
Acceptable
Location is within the specified proximity. Response meets minimum criteria, indicates adequate accommodations and capabilities, and risk of unsuccessful performance is no worse than moderate
Marginal
Location is within the specified proximity. Response has not demonstrated adequate capabilities and/or accommodations are substandard; high risk of unsuccessful performance.
Unacceptable
Location is not within the specified proximity and/or Response does not meet minimum requirements of the solicitation, and thus, contains one or more deficiencies, and/or risk of unsuccessful performance is unacceptable; unawardable.

Failure to provide realistic, reasonable and complete information may reflect a lack of understanding of the requirements and may result in a determination that the vendor is technically unacceptable

FACTOR 3 – Past Performance - The Government will analyze and consider the risk and confidence level illustrated by relevant, recent past performance in which the company has performed. Offeror shall address the following Sub-Factors according to the criteria below; each Sub-Factor is equally weighed.

Sub-factor 1 - Reference List - Utilizing Attachment 2, the vendor should provide contact information of past/current clients/customers (for services rendered within 3 years of solicitation closing date) who have had agreements/contracts of similar service to this requirement. The completed reference list must be submitted with offeror’s quote.

The reference list should contain at least three (3) contracts/agreements performed as prime contractor, joint ventures and /or teaming partner of the most relevant contracts (similar in scope, size and complexity) for US Government agencies or commercial customers, on-going or completed within the three (3) years prior to solicitation close date. Note: Providing less than three (3) recent and relevant references can impact the offeror’s overall confidence assessment. The evaluation of past performance information will take into account past performance information regarding predecessor companies.

Sub-Factor 2 - Past Performance Questionnaire: To validate level of performance for references submitted listed on attachment 2, offerors are responsible to contact/solicit reference(s) to complete Attachment 3 – Past Performance Questionnaire (PPQ).

Completed PPQ(s) must be emailed to: 162.WG.MSG.MSC@us.af.mil PPQ(s) must be received no later than the solicitation closing date/time for consideration. Information contained therein shall be considered sensitive and shall not be releasable.

Note: Offerors are responsible for ensuring that their reference sources receive the PPQ in time to complete and return the PPQ(s) directly to the 162d Wing Contracting office. No PPQ will be accepted from the offeror being evaluated.

The Government will analyze and consider the risk and confidence level illustrated by recent, relevant past performance in which the company has performed, utilizing submitted past performance questionnaires and any sources available including, but not limited to:

• Contractor Performance Assessment Reporting System (CPARS)

• Federal Awardee Performance and Integrity Information System (FAPIIS)

• Other Publically Available Information

Recent - Recent past performance shall be performance that is either on-going or was completed within three (3) years of the solicitation closing date.

Relevant - Relevancy is defined as follows:

The Offeror shall then receive one of the following adjectival ratings as an overall confidence assessment describing how well the Offeror is expected to perform given the Offeror's verifiable performance history. More-recent and more-relevant past performance information shall have greater weight in the Offeror's overall confidence assessment relative to less-recent and less-relevant information.

(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
