1 Statement of Work

Statement of Work: Electronic Tax Resource

Section 1: Background

The Government Accountability Office (GAO) requires a subscription to a comprehensive, electronic tax resource with searchable original and primary government document content examining all aspects of U.S. federal and state tax matters as well as international tax matters. GAO requires electronic tax resource content to provide documentary qualitative or quantitative evidence to support its analyses and findings. Examples of these analyses are found on the agency’s web site: http://www.gao.gov.

Section 2: Purpose

The ARM Center for Library Science requires access to an electronic tax resourcet that includes international, U.S. federal and state tax materials. To reduce the administrative burden of re-competing the purchase every year, the program office requests that the new award include one (1) base year and four (4) option years for fifty (50) accounts. It is essential that the ARM Center for Library Science research librarians and Strategic Issues Mission Team have access to an electronic tax resource so that they can stay informed about industry trends, publications, and events regarding international as well as U.S. federal, state, and tax policy. Moreover, the electronic tax resource subscription will assist GAO in completing congressionally requested analyses that examine U.S. federal, state, as well as international tax policy; including their effects on federal government entities such as the Internal Revenue Service, Congress and other governmental bodies involved in the formulation and implementation of tax policy.

Section 3: Requirements

The electronic tax resource subscription must be a commercially available off-the-shelf online product with content, services, and support for fifty (50) user accounts as described below and must provide:

A. Content

1. Fifty (50) user accounts with complete, unlimited, online access to the following titles: Tax Notes Today, Tax Notes Magazine, State Tax Today, State Tax Notes, Worldwide Tax Daily, and Tax Notes International. The content coverage must include all articles in their full-text and be current on a daily basis with a twenty (20) year archive.

2. Original content, which is indexed and searchable. The resource must provide daily news, analysis, and commentary on tax law and policy, court opinions, legislative actions, and revenue rulings.

B. Tools

1. Availability from a single, research platform twenty-four (24) hours, seven (7) days a week.

2. Ability to receive daily and weekly email updates with the latest content from the titles listed in the Content section.

Document Number: 05GA0A24Q0006 Page 6 of 20

3. Ability to narrow search results by publication, document type, jurisdiction, subject area, tax code section, author, judge, and court.

4. Ability to ask questions to its editorial staff.

5. Ability to print, email, or save articles in their entirety.

6. Ability to use information in support of GAO analyses with appropriate credit and citation.

7. Ability to store individual analyses for GAO audit workpapers in GAO’s records management system.

8. Ability to reassign accounts to GAO staff as team members change.

C. Support

1. Online asynchronous training.

2. Technical support available by telephone and email (Monday-Friday, 9-5 pm eastern time) to troubleshoot technical problems of access, downloading, and use of the electronic tax product.

3. Editorial support available by telephone and email to answer questions about content.

4. Access to an online help center.

Section 4: Deliverables

In addition to the user account recipients, the deliverables must be sent to the Contracting Officer Representative (COR), the Contracting Officer (CO), and the Contract Specialist (CS). The CO and CS will not need the data files but will need to ensure all deliverables are met in a timely manner.
