About this file

The Government Accountability Office requires access to an electronic tax resource that provides international, U.S. federal and state tax materials in English for fifty user accounts for one base year and four option years. The tax resource should include equivalent content to specific titles and provide U.S. inbound and outbound tax information but does not require foreign content translations. Page limits for technical proposals are set at ten pages for brand name products and descriptions of how products meet requirements, with no page limit for samples of five days of content within the same week.

Questions and Answers
1. Equivalent Content. The solicitation outlines requirements that may be available exclusively through a single specific vendor, such as Tax Notes. Where specific titles are listed as desired content, is it correct to assume that the GAO will accept titles that are considered equivalent in coverage and authority?
Answer: Yes, please see the list of Salient Characteristics.
2. Clarification on International Tax Needs. On page 5 of the solicitation, several references are made to international tax content. Is the US GAO simply looking for US inbound and outbound information, or does GAO require foreign-to-foreign information, as well? Further, will the GAO need foreign content translated into English?
Answer: Please see the list of Salient Characteristics. GAO does not require foreign content translated into English. All materials should be written in English.
3. Clarification on Terms and Conditions. On page 8 of the solicitation, there is a section wherein the contracting officer is asked to check applicable boxes for the solicitation in question, and it appears that none of the subsequent boxes were checked. Will the GAO please confirm that this was their intent?
Answer: Yes, the Contracting Officer intended to leave those boxes blank.
4. Request to Extend Page Limit. On page 16, the solicitation provides a page limit of 10 pages for the technical proposal. The solicitation also indicates on page 17 that “It is the Vendor’s responsibility to provide information and evidence that clearly demonstrates its ability to satisfactorily perform the contract requirements.” To ensure that the GAO has the information it needs to fully understand our ability to meet the GAO's requirements, we respectfully request an increase in the number of pages allowed for technical proposals. Will the GAO please extend the page limit to 30 pages?
Answer: For a brand name product, vendors must describe how they will provide services and support for fifty (50) user accounts in no more than ten (10) pages. For an equal product, the vendor must describe the electronic brand name equivalent tax resource subscription and how it meets the requirements to be commercially available off-the-shelf online product with content, services, and support for fifty (50) user accounts in no more than ten (10) pages. Please note that the RFQ has been updated to state that there is no page limit for the sample of five (5) days (within the same week) of products.
