About this file
This is a Request for Quotation (RFQ) from the Middle District of Tennessee Federal Public Defender's Office for parking space services. The office seeks quotes for forty-five (45) parking spaces with minimum weekday access from 8:00 a.m. to 6:00 p.m., with preference given to vendors offering 24/7 weekday and weekend access. Parking must be located within a 10-minute walk (preferably 5 minutes) from 164 Rosa L Parks Boulevard, Nashville, Tennessee 37203, as measured by standard mapping software. The spaces must be on a paved open lot or in a parking garage with no major infrastructure issues, well-maintained conditions, and safe conditions for staff. Additional safety measures such as brightly lit facilities, patrols, and cameras are preferred. All quotations must be submitted using the provided quote sheet no later than Friday, August 7, 2026, by 5:00 p.m. CST to Cayla Jolly at TNM_Finance@fd.org. Late quotes will not be considered unless the judiciary determines at its own discretion that acceptance is in its best interest.
The award will be made to the lowest priced, technically acceptable quote on a fixed-price basis with Net 30 payment terms unless more favorable terms are offered. The period of performance will begin on the first day of the month following receipt of order; if awarded on August 7, 2026, the contract term would run from September 1, 2026, through August 31, 2027. Quoters must complete Provision 3-5 regarding Taxpayer Identification and Other Offeror Information and Clause 7-10 regarding Contractor Representative, providing company name, DUNS number or UEI, and contractor representative contact information. The contract incorporates standard judiciary terms and conditions including requirements for workers' compensation insurance, automobile liability insurance with minimum coverage of $200,000 per person and $500,000 per occurrence for bodily injury, and general liability insurance with the same limits. Funds are presently available only through September 30, 2026, with any performance beyond that date contingent on appropriated funds.

The preliminary notice does not commit the judiciary to an extension.
(b) If the judiciary exercises this option, the extended contract shall be considered to include this option clause.
(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 12 months.
6-20, Insurance-Work On-or-Within a Judiciary Facility (APR 2011)
(a) The contractor shall, at its own expense, provide and maintain during the entire performance of this contract, at least the following kinds and minimum amounts of insurance:
(1) Workman's Compensation and Employee's Liability Insurance. The contractor shall comply with applicable federal and state workers' compensation and occupational disease statutes. If occupational diseases are not compensable under those statutes, they shall be covered under the employer's liability section of the insurance policy. Employer's liability coverage of at least $100,000 per incident is required.
(2) Automobile Liability Insurance. The contractor shall have coverage at a minimum of $200,000 per person; $500,000 per occurrence for bodily injury; and $20,000 per occurrence for property damage.
(3) General Liability Insurance. The contractor shall have coverage at a minimum of $200,000 per person and $500,000 per occurrence for death or bodily injury and $20,000 per occurrence for property damage.
(4) Self-Insurance. If the contractor has been approved to provide a qualified program of self-insurance, the contractor must submit any proposed changes to the program to the contracting officer for approval.
(b) Prior to beginning performance under this contract, the contractor shall provide the insurance carrier certification of the above minimum amounts.
(c) The maintenance of insurance coverage as required by this clause is a continuing obligation, and the lapse or termination of insurance coverage without replacement coverage being obtained will be grounds for termination for default.
(d) The certification evidencing required insurance shall contain an endorsement to the effect that any cancellation or any material change adversely affecting the judiciary's interest shall not be effective:
(1) for such period as the laws of the state in which this contract is to be performed prescribe; or
(2) until 30 days after the insurer or the contractor gives written notice to the contracting officer, whichever period is longer.
(e) The contractor shall insert the substance of this clause, including this paragraph (e), in subcontracts under this contract that require work in a judiciary facility and shall require subcontractors to provide and maintain the required insurance. The contractor shall maintain a copy of all subcontractors' proofs of required insurance and shall make copies available to the contracting officer upon request.
7-120, Availability of Funds for the Next Fiscal Year (JAN 2003) Funds are not presently available for performance under this contract beyond 9/30/2026. The judiciary's obligation for performance of this contract beyond that date is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the judiciary for any payment may arise for performance under this contract beyond 9/30/2026, until funds are made available to the contracting officer for performance and until the contractor receives notice of availability, to be confirmed in writing by the contracting officer.
7-123, Performance and Obligation in Advance of Funds (Class Deviation) (APR 2026) The judiciary has determined that this contract either (1) supports activities excepted under the Anti Deficiency Act and may incur obligations in advance of appropriations, or (2) is funded by sources that remain available during a lapse. The contractor is authorized to proceed with performance and should submit invoices in accordance with the contract’s terms and the contractor’s normal invoicing practices. However, the judiciary cannot pay invoices during a lapse, regardless of the contract’s funding source or status. Payments will resume once appropriated funds are available and the shutdown has ended. This clause supersedes any conflicting contract terms regarding payment until funds are restored and the shutdown concludes.
