RFQ Surety Bond Agencies and Brokers - Contractor Resource List

This is a Request for Qualifications issued by the Confederated Tribes of Coos, Lower Umpqua and Siuslaw Indians (CTCLUSI) Planning Department to develop a nonexclusive Contractor Surety Bonding Resource List. CTCLUSI seeks qualified surety bond agencies and brokers to assist contractors and prospective contractors with obtaining bid, payment, performance, maintenance, license, permit, and other bonds required for projects involving CTCLUSI and its Tribal entities. The RFQ was issued on September 23, 2026, with a proposal submission deadline of October 30, 2026, at 5:00 PM PST. Written questions must be submitted by October 21, 2026, at 5:00 PM PST to Joshua Timmerman at procurement@ctclusi.org. The anticipated resource list will be available on November 9, 2026. No pre-proposal conference is scheduled. This is not a solicitation for CTCLUSI to purchase bonding services and will not result in an exclusive contract or guarantee of work.

Respondents must demonstrate experience assisting construction contractors with surety bonding, access to financially responsible surety carriers, knowledge of applicable bonding requirements, and timely service capabilities. CTCLUSI particularly values experience with Tribal governments, public works projects, federally funded projects, and small, emerging, Tribal-owned, minority-owned, or women-owned businesses. Submission requirements include agency contact information, geographic service areas, current licensing, available bond types, surety carrier relationships, bonding capacity, experience with Tribal and public-sector entities, experience with small contractors, underwriting requirements, electronic bond issuance capabilities, fee structures, proof of insurance, and disclosure of any regulatory actions or litigation. CTCLUSI reserves the right to verify licenses, references, and submitted information, and may add or remove firms from the resource list at its discretion. Proposers must comply with suspension and debarment requirements if federal funds are used, verified through SAM.gov or other appropriate sources. This RFQ imposes no obligation on CTCLUSI to purchase bonding services or endorse any listed firm.

1. RFQ Overview

1.1 Invitation

The Confederated Tribes of Coos, Lower Umpqua and Siuslaw Indians (CTCLUSI) invite qualified surety bond agencies and brokers to submit qualifications for inclusion on a nonexclusive Contractor Surety Bonding Resource List. CTCLUSI intends to provide this list to contractors and prospective contractors that may need assistance obtaining bid, payment, performance, maintenance, license, permit, or other bonds required for projects involving CTCLUSI and its Tribal entities.

Qualified respondents may be included on the resource list at CTCLUSI’s discretion. CTCLUSI may verify licenses, references, carrier relationships, and other information submitted by a respondent.

This RFQ is intended solely to develop a resource list for contractors. It is not a solicitation for CTCLUSI to purchase bonding services and will not result in an exclusive contract or guarantee of work. Inclusion on the resource list does not constitute an endorsement, certification, prequalification, or approval of a firm by CTCLUSI.

Contractors are solely responsible for selecting a surety bond agency or broker, evaluating its qualifications and services, negotiating fees, and obtaining all required bonds. Each bond remains subject to the underwriting requirements and approval of the issuing surety company. CTCLUSI makes no representation or warranty concerning a listed firm’s services, pricing, availability, financial condition, or ability to obtain bonding for any contractor.

CTCLUSI reserves the right to accept or reject any submission, request additional information, add or remove firms from the resource list, and periodically update or reissue the list when determined to be in CTCLUSI’s best interest.

4. Solicitation

Proposal Costs. CTCLUSI is not liable for any cost incurred in preparing, submitting, presenting, clarifying, or negotiating a proposal.

Confidentiality of Tribal Information. All nonpublic CTCLUSI information must be protected and used only for this procurement. Proposers must identify any information they believe to be proprietary; CTCLUSI does not guarantee confidential treatment merely because material is marked confidential.

Tribal Sovereignty. Nothing in this RFP, the procurement process, or any resulting contract constitutes or may be construed as a waiver of CTCLUSI's sovereign immunity, rights, privileges, jurisdiction, or authority. Any waiver must be expressly authorized in writing by the appropriate CTCLUSI governing body.

Conflicts and Ethics. The proposer must disclose actual, potential, or apparent conflicts of interest and any financial, organizational, familial, or other relationship that could affect impartiality. The selected consultant must comply with applicable CTCLUSI ethics and conflict requirements.

Non-Collusion. By submitting a proposal, the proposer certifies that the proposal was independently prepared without collusion, price fixing, or an agreement that restrains competition.

Suspension and Debarment. If federal funds are used, the selected consultant and applicable principals and subcontractors must not be suspended, debarred, or otherwise excluded from participation in covered transactions. CTCLUSI may verify eligibility through SAM.gov or other appropriate sources.
