About this file
This Request for Quotation (RFQ) issued by the State of Oregon concerns the removal of a floating structure and five boats from the Columbia River's south channel near the 13000 block of NE Marine Drive in Portland, Oregon. The project requires complete removal and disposal of the vessels and associated structure, with bidders expected to provide detailed quotations outlining their removal methodology, equipment requirements, timeline for completion, and disposal plans. The RFQ calls for sealed bids to be submitted by a specified deadline, with award anticipated to the lowest responsive and responsible bidder. Site visits are available and encouraged for prospective bidders to assess project conditions and logistical requirements. The contract will be awarded as a lump-sum or unit-price agreement, with work expected to commence upon award and completion required within a defined timeframe dependent on seasonal river conditions and permitting requirements.
Pricing should be submitted on a competitive basis with all costs for removal, transportation, and disposal included in the quoted amount. No specific set-asides are noted in the available documentation. The project is funded through state appropriations, though specific funding amounts and sources are not detailed in the RFQ itself. Bidders must demonstrate experience with marine salvage operations, possess appropriate licensing and insurance, and comply with environmental regulations governing Columbia River operations and hazardous material handling if applicable.

This structure has never had a lease with the Oregon Department of State Lands for the structure to be at the location. The floating structure has occupants and will need assistant by local law enforcement. DSL will work with law to remove occupants while the contract will need to be on standby and remove the structure in coordination with DSL and law enforcement.
DSL will file for a Writ of Assistance for Multnomah County Sheriff’s Office to assist with the removal of individuals living on the structure. MCSO will only be able to guarantee the occupants will not be present for a short amount of time.
