SUBJECT: Request for Quotes (RFQ) – USDA STRATUS Cloud Basic Ordering Agreement (BOA) Pool 2:

Integration and Development Support Services On-Ramp, 12314425Q0065

Notice to Offerors: The Government reserves the right to cancel this RFQ, either before or after the closing date. In the event the Government cancels this RFQ, the Government has no obligation to reimburse an Offeror for any costs.

1. This RFQ is being issued in accordance with (IAW) FAR 16 and under NAICS 541512 (size standard $34M).

The United States Department of Agriculture (USDA) seeks to on-ramp additional vendors onto the STRATUS Pool 2 BOAs to obtain integration and development services including managed services. The Contractor shall perform all activities required to meet the requirements identified in the Statement of Objectives. The ordering period for the BOA is 10 years from date of initial BOA award. The expiration date of any subsequent on-ramp BOAs will align with the initial BOA expiration date, which would result in a BOA term for the remaining BOA ordering period. The expiration date of any agreements obtained through an on-ramp activity is April 9, 2034. The performance period for all orders placed against this BOA shall not exceed five (5) years from the completion of the ordering period.

2. Your company is invited to submit a quote for this effort. Questions regarding this RFQ shall be submitted on the template provided (Attachment E) to the point of contact listed in paragraph 3 no later than June 20, 2025, 3:00pm ET. Questions with the Government’s responses will be provided via SAM.gov. Please be advised that the Government reserves the right to transmit questions and answers of a common interest to all prospective Offerors.

3. Offerors shall submit one (1) electronic copy of their quote via email on or before the RFQ closing date of

July 11, 2025, 3:00pm ET to Christine Wallace at Christine.Wallace@usda.gov. Quotes received after the designated due date will not be considered or evaluated for receipt of a BOA.
