About this file

This request for quotation (RFQ) seeks to lease 3,270 square feet of climate-controlled boat storage and work space for a period of 11 months to support vessel operations at the Lake Michigan Field Station in Muskegon, Michigan. The space is needed to temporarily house up to six vessels between 20 to 80 feet long during fiscal year 2024 construction projects at Buildings 1 and 3 that will limit vessel maintenance capabilities at Building 2. The RFQ specifies that the space should be within five miles of the field station, allow for maintenance to be performed on stored boats, include separate storage for other tenants, and provide gas and electric utilities. The related federal contract opportunity on the Department of Commerce's solicitation website indicates Solicitation Number 1333MJ24Q0001 for Boat Storage in Muskegon, MI, issued through the National Oceanic and Atmospheric Administration.

STATEMENT OF NEED

1. PURPOSE:

Lease 3270 SF of climate controlled boat storage/work space for boat crew during FY24 construction Period.

2. SCOPE OR MISSION:

We are a multidisciplinary environmental research laboratory that provides scientific understanding to inform the use and management of Great Lakes and coastal marine environments. The Lake Michigan Field Station (LMFS) in Muskegon, MI is a government owned facility in support of all missions of the Great Lakes Environmental Research Laboratory (GLERL) in Ann Arbor, MI. Vessel support is a large part of the LMFS function and includes operating vessels that need to function safely and properly in time for field season startup work in the spring.

3. BACKGROUND:

Bldg’s 1 and 3 will be engaged in construction projects in FY24. LMFS’s site’s mobilization and preparation plan for this construction work includes moving items out of buildings 1 and 3 and into building 2–the boat operations building. This will include setting up a temporary science laboratory in bldg

2. This will limit if not hinder completely the boat crew’s ability to store and maintain/repair boats in bldg 2 during the off-season.. A boat storage/work space is needed to temporarily provide a place for boat storage and work to be done during the FY24 construction period. LMFS currently operates and maintains 15 small vessels between 20 feet and 80 feet. It is expected that this 3270 SF space will be able to hold up to 6 of these vessels at one time and allow for work to be done.

4. TECHNICAL SPECIFICATIONS:

–3270 SF of climate controlled Boat/Storage space.

–11 month lease minimum.

–Close proximity to the LMFS field station–Less than 5 miles.

–Option to perform maintenance on stored boats.

–Walled separation of our boats from other renters of storage.

–Gas and electric utilities.
