Goal: The Illinois Department of Agriculture (IDOA) is seeking three (3) Stream Bank Stabilization Specialists to develop designed plans for Stream Stabilization and one (1) Certified Geologist to review, approve and stamp the designs developed. These positions will provide Technical Assistance services for the Illinois Department of Agriculture’s Streambank Stabilization and Restoration Program (SSRP) for the State of Illinois.
Specifications:
· Vendor(s) are to conduct land assessments, inventory and investigations of potential project sites for the Streambank Stabilization and Restoration Program (SSRP) and develop technically sound design plans needed for constructing the SSRP projects.
· Vendor must be able to make accurate assessment of each site’s instability issues.
· The vendor(s) must be fully capable of independently determining at each site such critical features as geomorphic bankfull flows, maximum bankfull flow depths, bankfull channel widths, channel velocities, bedload transport functions, soils conditions within the channel boundaries, tractive forces, stable stream geometries, and geotechnical concerns.
· These features shall be documented using the most recent Illinois Natural Resources Conservation Service’s (NRCS) Streambank Inventory and Evaluation Procedure which in turn utilizes United States Geological Survey’s (USGS) Water Resources Investigations Report 87-4207 to determine the estimated two (2) year (24 hour) discharge for rural Illinois streams.
· Following the site assessment, the vendor will be required to develop complete project design plans and oversee the project construction.
· Knowledge of construction techniques and equipment, survey requirements, construction staking, material specifications and all applicable local, state and federal regulations will be required.
· Vendor must have a comprehensive understanding of stream dynamics in order to assess the variety of stability issues needed to prepare preliminary design plans.
· The vendor must be proficient in the design criteria for the most cost effective and environmentally sound streambank restoration technique suitable for each specific site.
· Designs submitted to the Certified Geologist for review will include rock and pool riffle grade control structures, stone toe protection, Bendways Weirs, and stream barbs.
· Certified Geologist must provide proof of licensing with their bid.
· Typical practices of which the vendor must be proficient in design and construction are Bendway Weirs, Longitudinal Peaked Stone Toe Protection, Rock Riffles and Stream Barbs.
· The vendor is also expected to be capable and willing to research and apply new techniques, methods and materials that may be recommended and approved for use by the IDOA.
· IDOA will provide direction on which projects require technical services.
· A Maximum of thirty (30) plans will be reviewed for the SSRP project.
· Vendor is responsible for providing transportation to sites within a designated area and/or sites throughout the state to conduct investigations and provide construction oversight to SSRP projects.
· Vendor is required to keep records of travel showing locations visited and mileage traveled. Receipts for approved lodging expense are required when vendor submits voucher for reimbursement of travel expenses.
· Vendor required to have a licensed Geologist certify all project plans prior to project execution.
· The vendor(s) will follow the State of Illinois travel reimbursement policy including mileage and lodging. Mileage is included in all field and site visits. Overnight expenses typically occur when multiple project visits in multiple counties provide efficiency for time and travel.
· The SSRP program has administrative and seasonal annual cycles which dictate periods of work for contractors.
· Program funding release and spending deadlines as well as site conditions including high or low water levels in streams, snow accumulations, etc., all effecting times when contractors can make field visits.
· Project work is coordinated through the Department of Agriculture, the local soil and water conservation district and the landowner, with all over-site held by IDOA.
· Vendor will be required to independently schedule field visits and travel, as well as overall workload.
