BASIS FOR AWARD:

The Government will award a Firm-Fixed Priced contract to the responsible offeror whose offer, conforming to the requirements in this Request for Quotes (RFQ) will be most advantageous to the Government, price and other factors considered. A best value award will be made based upon the following factors: Technical, and Price. The award for this requirement will be made to the lowest-priced, technically acceptable offeror.

The provision at FAR 52.212-2 Evaluation Commercial Items and related addenda apply to this acquisition.

The evaluation criteria stated in paragraph (a) of the provision are as follows:

Factor 1 Technical Capability: Technical capability will be evaluated as either Acceptable or Unacceptable. DLA Energy will determine the technical capability of the offeror based on the following two subfactors:

Subfactor 1) Licensing for Djibouti: In order to be evaluated as technically acceptable under this subfactor, an offeror must provide the following with its offer to demonstrate its capability of delivering DF2 to Camp Lemonnier in accordance with the licensing requirements in Djibouti:

1. Licence d'Activité Pétrolière (Petroleum Activities License) – Issued by the Djiboutian Ministry of Energy

2. A statement that the offeror, by itself and/or through its subcontractors, currently has all permissions, certifications, qualifications, licenses, and commitments required to deliver DF2 to Camp Lemonnier, including but not limited to the license listed in number 1 above.

All licenses must be current (unexpired) and must be issued to either the offeror or one of its identified subcontractors.

Any offeror failing to provide any of the items listed above will be found to be technically unacceptable.

Subfactor 2) COA/COQs:

In order to be evaluated as technically acceptable under this subfactor, the offeror must demonstrate that it possesses the technical capability to provide the fuel which meets the required specification(s). In order to demonstrate this the offeror must present either a current (within the last 30 days of offer submission date) Refinery Certificate of Quality (COQ) or, if sourcing from a location which blends several batches from more than one refinery source (terminal), a current (within the last 30 days of offer submission date) Certificate of Analysis (COA) of that blended product. The COA or COQ must include test methods and results that conform to the standards for DF2 listed in RFQ clause: C16.18-

2 FUEL OIL, DIESEL (OCONUS) (DLA ENERGY AUG 2023).

a. The COA or COQ must be signed and stamped by the laboratory manager and be within 30 days of submission from a batch out of the terminal storage tank(s) or refinery batch tank(s) to be used for actual supply.

b. All test certificates submitted shall be translated into English and will be in the same format as required by the original. The original, non-English version will need to accompany the translated version and the offer must ensure that they are the same.
