Building 543000B0067 Multipurpose contract
Multipurpose contract for Building #543000B0067 USDA Center of Grain and Animal Health and Research Manhattan, KS.
Project Title: “Building 543000B0067 Multipurpose contract
1. Location: The site of work is USDA-ARS Center for Grain and Animal Health Research Manhattan, Kansas
2. Site Visit: A site visit and inspection tour is required. Vendor will be notified of the exact time and date to attend the site visit.
3. Project Requirements:
Phase 1. Install an 8” floor sink in the laundry room #127 for a new auto clave.
Phase 2. Install two showers; The first bathroom will be an ADA compliant shower, and the second bathroom will be a standard Non-ADA shower.
Phase 3. Upgrade the laboratory and washroom flooring with an epoxy floor covering.
Phase 4. Install 5 new Lenel card readers making them functional and connecting them to the controller in building #543000B001, and installing two door operators to the main entrance doorways of Building #543000B0067
4. Description of Work:
Phase 1.
The contractor shall furnish a task order cost proposal to install an 8” floor sink and connect it to an existing 4” main sewar drainpipe running between room 127 & 128 identified in the following section of this SOW. This will involve cutting out the existing concrete floor and the flooring will be restored to its original finished condition. The contractor shall provide a turn-key product including proper installation of all material and equipment per manufacturer’s recommendations. The contractor shall work with the site personnel to ensure project is accomplished in a timely manner.
Cutting the concrete floor:
a) Contractor will cut an approximately 8’ section of concrete flooring to install an 8” floor drain sink by the north wall of the Laundry Room #127 in between the washer dryer combo and where the new auto clave will be placed in the north east corner of the room.
Floor drainage pipe install:
b) The floor sink will have a 3” trap, hooking to a 4” pipe extending the piping over to the 4” main sewage drainpipe
c) The 8” floor sink will have a 3” trap, hooking to a 4” pipe extending the piping over to a 4” main drainpipe
d) The contractor will cut the main sewage drain line and install a Y fitting to the 4” main and lay an 8’ section of pipe then hooking the main and the 4” floor sink together.
Reinstalling the cutout concrete:
e) The contractor will replace the missing concrete and ensure that the concrete is smooth and level with no cracks or irregular low spots with the floor
f) The contractor will replace any damaged top flooring and restore the flooring to its original finished condition
g) The Contractor will ensure the floor sink is level and will taper the floor around the floor sink so water will drain into the floor sink.
h) Contractor will provide a trash receptacle and dispose of any construction waste generated by this job.
Phase 2.
The contractor shall furnish a task order cost proposal to add two showers to the existing bathrooms in building 543000B0067
All shower heads will be low water consumption design in accordance with Federal rules and regulations. The plumbing fixtures are selected for water conservation versus the EPACT baseline flows. Shower floor drains will be provided with trap primers. The first bathroom shall have an ADA compliant shower. The second shower will be a standard non-ADA shower.
In each bathroom,
a) Install a waterproof membrane to the shower floor area before installing tile to the floor
b) Install a shower drain to the sewer drainpipe and set it to tile height
c) Install tile to the floor and walls that match existing tile
d) Install ADA compliant shower fixtures
Phase 3.
The contractor shall furnish a task order cost proposal to applying an epoxy floor covering.
The contractor will apply an epoxy resin floor covering to the laboratory rooms and the laundry room. The Contractor will do all the preparation to the concrete floors to ensure a solid bonding of the resin covering, including filling all cracks, irregularities and grinding the concrete areas around the doorways allowing clearances for doors to open and close. This is to achieve a slab which will except the installation of a resinous floor-based covering. An epoxy resin will be applied to the floors along with a 4” cove base. Color of the floor will be light grey.
Floors to be prepared and covered consist of 20 laboratory rooms and one laundry room: 101, 102, 103, 104, 105, 106, 107, 109, 110 ,111, 112, 113, 114, 115, 116, 117, 118, 119, 123, 127, 133, 134, 135, & 136 in the Insectary and Cell Culture Building. This is estimated to be 4,600 sf of flooring and 1,350 sf for a 4” cove base. The purchase amount of all product material will be included in this contract. The epoxy resin will be a LEED Green Certified low volatile emissions product.
Floor service preparation
a. The contractor will prepare all concrete surfaces according to the Manufacturer’s instructions which can include the use of mechanical means such as self-contained grinding or shotblasting.
b. The contractor will prefill any surface irregularities holes or cracks before applying the resinous coating.
c. The contractor will perform any floor testing according to Manufacturer’s instructions including performing any calcium chloride or relative humidity testing as required.
d. The contractor will provide a generator for 480V 3 phase 60 amps. For their heavy-duty concrete floor grinding machines
e. Contractor will provide a trash receptacle for waste
f. The contractor will provide a moisture mitigation system if required due to a high moisture level in the concrete.
g. The contractor will ensure all doorway areas will be ground down to allow a level and full movement of doors door sweeps and thresholds are functional and level.
h. The contractor will taper the floor coverings to match all the edges around any floor drain sinks
Applying the resin floor covering
a. The contractor will apply the resinous coating system per the Manufacturer’s instructions.
b. The Contractor will ensure all floor drains and drain cleanout covers are elevated to a level height after the floor height has increased due to the application of the floor covering.
c. A communication plan will be provided to the Facility Manager with main contractor contact information.
d. No work will be performed outside of the agreement scope without prior approval
Phase 4.
The contractor shall furnish a task order cost proposal to install 5 Lenel card readers and two ADA compliant door operators.
The contractor will help us achieve the following objectives: hook up and make functional the five doors requiring Lenel card reader-controlled access and adding two ADA compliant openers to the main entrance doors.
Installing Lenel Card Readers
a. The Contractor will purchase and mount the Lenel Card Readers to the junction boxes located by the 5 doors.
i) First card reader will be placed at the cell culture lab west external door leading out of the cell culture lab.
ii) Second card reader will be placed in the main hallway at the cell culture lab. entrance.
iii) Third card reader will be placed in the main hallway at the insectary lab.
iv) Fourth card reader will be placed at the west external door leading out of the insectary lab.
v) Fifth card reader will be placed on an ADA compliant pole on the sidewalk close to the external door leading out of the ICCL building.
b. The card readers will be wired to the nearest electrical receptacle outlet and marked as to which circuit breaker controls them. The low voltage wires and communicator wires will be run up through existing conduit to each control distribution box located above the doors and hooked into the main board system. The card readers and door sensor communication wires will run through the door distribution boxes to the main distribution control box and are wired to the main mother board system in the IT room. (All electrical conduit, and J boxes have been installed with pull cords to assist with installation).
c. Batteries will be purchased and installed by the Contractor in all 5 door control distribution boxes.
d. Proximity door switches will be wired to the New ICCL IT room and connect to the fiber optic underground cable running from New ICCL to Building #1 the door proximity wire will hook to the underground cable in the IT room and run across the hallway to the admin core way. It will be hooked to the monitoring control board in the admin core way of building #1.
e. The communication line from the new ICCL IT room will be run through existing conduit which runs to building #1’s Mechanical core-way by the administration office.
f. The Contractor will hook up the communication wires at the ICCL main security board. The contractor will hook up the communication wires to building #1’s main security control board and ensuring that building 543000B0067 is communicating to building #1.
g. As-built construction drawings if produced and provided by the Contractor to USDA.
h. A communication plan will be provided to the Facility Manager with main contractor contact information.
Installing ADA Door Operators
The contractor shall furnish a task order cost proposal to purchase and install two ADA door operators. One will be mounted to the front vestibule door and the other one will be mounted to the front door.
a) The contractor will install each door operator above the right door leading into the building and the operator will be attached to the door. The operator will be plugged into the existing electrical outlet on the wall at the right of the doorway.
b) The contractor will mount an ADA compliant pole to the sidewalk over existing conduit
c) The contractor will install three remote battery operator switches, one to the outside pole, one inside the vestibule, and one in the hallway. All switches will be to the right of the doorway.
d) No work will be performed outside of the agreement scope without prior approval.
5. References & Standards: All construction shall comply with ARS Facilities Design Standards (ARS Manual 242.1, 5-01-12), ARS Energy, Water, and Sustainability Policy (ARS Policy & Procedures 134.2, 11-12-13), ARS Energy, Water, and Sustainability Policy Bulletin (ARS Policy & Procedures Bulletin 15-134.2), governing Building Codes, and all applicable local, regional, State, and Federal regulations. Where one or more Codes or regulations conflict, the more stringent shall apply.
6. Permits: Where governing regulations and imposed codes and standards require notices, permits, licenses, inspections, tests, and similar items or actions in order to lawfully proceed with the required work, the Contractor shall obtain items and take those actions in accordance with the regulations of the governing authority. The costs of such permits, licenses, inspections, etc., are the obligation of the Contractor.
7. Existing Installations/Demolition:
a. Contractor shall modify existing installations as needed to accommodate the new installation. Where applicable contractor shall coordinate demolition or modification of existing installations with the Owner. All disturbances of existing systems shall be thoroughly coordinated with the Owner to prevent disconnecting equipment that may potentially jeopardize in-progress research.
b. The Owner reserves the right to retain any equipment or materials removed as part of this scope of work. The Contractor shall coordinate any equipment or materials to be retained with the Owner prior to starting demolition operations. The Contractor shall legally dispose all equipment or material removed that will not be retained.
c. The contractor shall divert project waste to recycle where practical. The Contractor shall track and document the amount of waste diverted to recycle. The contractor shall submit diversion documentation as part of closeout. If no waste is diverted to recycle, the contractor shall submit a letter stating so and why diversion was not practical.
8. Quality Control: The work performed under this contract shall be subject to continuous audit by the Location Monitor. Quality control is the exclusive responsibility of the Contractor.
9. Temporary Facilities:
a. Temporary utilities (water and electricity) may be furnished to the Contractor by the Government, if so requested. The Contractor shall maintain and protect all such utilities during construction and shall repair or replace any items damaged through its own negligence.
b. Should the Contractor require any power or utility shutdowns during construction, the Contractor shall obtain approval for such shutdown from the Location Monitor three working days prior to the need
10. Site Cleanup: The construction site shall be always kept clean and free of debris. Restore areas disturbed as nearly as possible to the original appearance and condition. Upon completion of the project, and prior to final inspection, the Contractor shall remove from the premises all unused material, trash, and debris resulting from the work to the satisfaction of the COR.
11. Submittals:
a. For all proposed material, contractor shall provide concrete mix design, relevant illustrations, standard schedules, performance charts, instructions, brochures, diagrams, manufacturer descriptive literature, or catalog data.
b. The descriptive literature shall be annotated/highlighted to show its conformance with contract requirements.
c. Submittals are required for all building materials and equipment and shall be provided to the CO and COR for review and approval.
d. Contractor is responsible for any costs incurred for equipment ordered without prior approval.
12. Final Inspection:
a. The Contractor shall notify the Contracting Officer and Owner in writing 10 days prior to the date that the project will be ready for final inspection. An inspection of the project will be made by the Contracting Officer and Contractor at a mutually agreed upon time. COR and contractor shall compile a “punch list” prior to final acceptance of the installation and submit completed warranty documentation to manufacturer.
13. Warranty:
a. In addition to any other warranties set out elsewhere in this contract, the Contractor warrants that work performed under this contract conforms to the contract requirements and is free of any defect of equipment, material or design furnished, or workmanship performed by the Contractor or any of his subcontractors or suppliers at any tier. Such warranty shall continue for a period of one year from the date of final acceptance of the project. Under this warranty, the Contractor shall remedy at his own expense any such failure to conform or any such defect. In addition, the Contractor shall remedy at his own expense any damage to Government owned or controlled real or personal property, when that damage is the result of the Contractor's failure to conform to contract requirements or any such defect of equipment, material, workmanship, or design. The Contractor shall also restore any work damaged in fulfilling the terms of this clause. The Contractor's warranty with respect to work repaired or replaced hereunder will run for one year from the date of such repair or replacement.
14. Notification and Compliance: The Government shall notify the Contractor in writing within a reasonable time after the discovery of any failure, defect, or damage. Should the Contractor fail to remedy any failure, defect, or damage within a reasonable time after receipt of notice thereof, the Government shall have the right to replace or repair and have the cost billed to the Contractor.
15. Latent Defects:
a. The Warranty specified herein shall not limit the Government’s rights with respect to latent defects, gross mistake, or fraud.
16. Acceptance:
a. Upon satisfactory submittal of the above documents the Contracting Officer shall issue to the Owner a certificate recommending final acceptance of the project. Minor unfinished items of work may be listed on the certificate and accepted from final acceptance. A sum sufficient to cover the cost of completing these unfinished items of work will be withheld by the Owner from the final payment. All other funds including retainage shall be due and payable upon receipt by the Owner of the Contracting Officer's certificate. Upon certification by the Contracting Officer that the items of work have been completed, all monies withheld by the Owner shall be due the Contractor.
(Extra information)
a. The vendor may submit all required parts list they deem acceptable for the project.
b. This is an urgent requirement with an immediate start date.
