About this file
This is a Standard Form 1449 Solicitation/Contract/Order for Commercial Items issued by the U.S. Department of Homeland Security, U.S. Coast Guard, for the replacement of an air compressor at the USCG Air Station in Savannah, Georgia. The solicitation (No. 70Z036-25-Q-0077) is set aside 100% for small businesses, specifically targeting women-owned, HUBZone, service-disabled veteran-owned, and 8(a) small businesses. The procurement involves two primary components: (1) purchasing a new air compressor to replace a current Saylor-Beall 15 HP 240-Gal 3 Phase model, with specifications requiring at least 80 CFM continuous output, and (2) labor for removal, disposal, and installation of the new compressor.
The solicitation was issued on 09/16/2025, with quotes due by 09/24/2025 at 11:00 AM Eastern. The government will evaluate both technical capability and pricing, with a focus on the lowest-priced offeror's technical volume to ensure understanding and adherence to the Statement of Work. Invoicing will be conducted through the Invoice Processing Platform (IPP), and the Department of Labor Wage Determination for Chatham County, Savannah (2015-4491) applies to labor rates. The contract administration will be managed by the U.S. Coast Guard Base in Charleston, South Carolina, with key points of contact including Contracting Specialist Julia Kline and Contracting Officer Shannon Bistline.
