About this file
This is a Selection Committee Consolidated Evaluation Scoresheet for Construction Management Services for Fire Station 42, prepared by Brevard County Public Works/Facilities on behalf of the Brevard County Fire Rescue Department. The RFQ (RFQ-4-26-06) seeks a single qualified contractor to provide comprehensive construction management services for a newly designed 6,598-square-foot, single-story mixed-use fire station located at 840 North Banana River Drive in Merritt Island, Florida. The scope includes management of demolition of the existing fire station, new construction per specifications prepared by Tsark Architecture LLC, and site improvements including driveway entrances, parking spaces, walkways, utility connections, a dry retention stormwater management system, landscaping, and sod installation. Construction management services encompass weekly project meetings, scheduling and planning, competitive trade contractor procurement with minimum three bids per subcontractor, cost control, quality assurance, safety management, permitting coordination, shop drawing review, change order administration, and warranty compliance. The preliminary construction schedule requires Substantial Completion within 420 calendar days from Notice to Proceed and Final Completion within an additional 30 calendar days. The selection committee met on May 1, 2026, at 9:00 a.m., with a posting and protest period from May 1 through May 8, 2026, at 5:00 p.m. The selection committee voted to move into negotiations with the #1 ranked firm, W&J Construction Corporation, following evaluation by three committee members: Doug Haymond (chair), Laddie Rutkowski, and Michael Butcher.
The selected contractor must provide a Guaranteed Maximum Price (GMP) for total construction cost and a Public Construction Bond for the full value of the GMP. The contractor must maintain comprehensive insurance coverage including General Liability ($1,000,000), Auto Liability ($1,000,000), Professional Liability ($2,000,000 per claim), and Cyber Liability ($5,000,000 per claim). The contract includes liquidated damages of $500 per day for delays beyond Substantial Completion and $250 per day beyond Final Completion. The County retains a five percent retainage from monthly payments until Final Completion. The exact award value and GMP have not been predetermined and will be established during contract negotiations with the selected firm. Pricing must remain firm for 90 days from opening and include all FOB destination charges, packing, handling, shipping, and delivery to County locations. The contractor must comply with E-Verify employment verification, Florida's Build America Buy America Act provisions, and various state statutes regarding conflict of interest, public entity crimes, and human trafficking prohibitions. No specific set-asides for disadvantaged enterprises or minority-owned businesses have been identified. The contract period extends from the date of last signature through project completion.
