Project Description:

The Oregon Department of Veterans’ Affairs (“ODVA”) is requesting a quote for the purchase and installation of a sound making system with varying levels of controls in different types of spaces on the 2nd floor at our Salem Office Building located at 700 Summer St NE, Salem, OR 97301. Our building was built in 1982, and most of the 1st and 3rd floors have been updated in the past five (5) years. ODVA recently finished a remodel on the 2nd floor of our building, and we are now looking at implementing a sound masking system for improved acoustical treatment, creating a better working environment where conversations are not easily heard and understood between spaces (conference rooms, offices, etc.). Many of these conversations are confidential. Therefore, enhancing sound masking will be essential to maintaining privacy.

Service Requirements:

Contractor shall provide the following services for the installation of the sound making systems:

• Main controller to be installed in a designated electrical or mechanical room (120VAC 20A outlet to be provided);

• System divided into five (5) zones:

o Open Office o Private Offices and Conference Rooms o Vestibules / Corridors o IT and RIMS (Records) o HR;

mailto:Troy.croff@odva.oregon.gov

• Emitters to be installed centered in existing ceiling tiles and coordinated with ceiling fixtures;

• Emitters to be white in color to visually blend into the ceiling;

• Home run cabling to be run using new data pathways secured away from the ceiling tiles and interconnected cabling to be similarly supported; and

• Individual room controllers:

o Private Offices: volume control, but not able to completely disable sound masking o Conference Rooms: Able to modify volume and completely disable sound masking temporarily o Open Office Areas: No adjustability by general staff (controlled only by the Facilities Staff).

Other Requirements:

• Provide options for control via computer and/or mobile app, and specify whether this is a web-based site or connection to our network (must gain approval from IT before deploying);

• Specify any additional costs not incorporated into the quote (Subcontractors, Exclusions, Licensing Fees, etc.);

• The following services are needed prior to starting the Project:

o Site survey to verify details and existing conditions prior to work being performed o Project kick-off meeting with the ODVA Facilities Team and Agency Contact;

• Weekly Project status updates sent to the Agency Contact;

• Turnover and training of the sound masking system to the Agency Contact (and Facilities Team) must include (at least) the following:

o Equipment and system overview o Equipment operation and functionality o Start-up, stop, and shutdown of the equipment o Automatic and manual operations of the equipment o Contact information of the person who will assist if questions or issues of the equipment arises;

• Provide drawings showing the proposed layout of individual devices throughout the Project space (design should be based on the updated 2nd floor layout in Exhibit D - Drawings;

• Provide as-built drawings upon completion of the project.

• Utilize Reflective Ceiling Plan (RCP) for details related to ceiling height and other pertinent data (layout has changed in a few areas, so individual room layouts are more accurate on the 2nd floor layout in Exhibit D – Drawings);

• Provide a complete itemized list of all materials, components, and equipment to be installed in the Project space;

• Provide Not-to-Exceed (NTE) amount of the entire project including contingencies;

• Provide an anticipated project completion date (assuming the contract has been executed by June 26, 2026);

• Perform punch list walkthrough with Agency Contact, or their delegate, upon completion of project. All punch list items must be completed prior to final payment.

• Ensure the building is secure at the end of each workday;

• All Contractors, and anyone associated with the Project, must sign in and out at the Facilities Office (Suite

50) each day they are on the premises;

• Must keep all pathways to and from the work areas, including any parking and/or staging areas, clean and free of hazards and debris at all times (there is vendor parking adjacent to the SE corner of the ODVA Building that can be used for parking while work is in progress, as long as vehicles are clearly marked as commercial vehicles (signage, lettering, etc.). Coordinate with Agency Contact for additional guidance;

• Contractors are to use the loading dock for loading and unloading equipment, tools, supplies, materials, etc. Main entrances are for foot traffic only. Coordinate with Agency Contact for specific requests or special situations; and

• Disposal of all existing materials, construction debris, etc. is the responsibility of the Contractor.

Other Notes:

• If any specified materials are not available or would otherwise cause project delays, contractor may propose an alternative for the agency contact to consider;

• Contractor must comply with all BOLI standards and regulations as laid out in the BOLI Handbook at the following link: Microsoft Word - 2026 PWR Laws Handbook 6.5.26 edition. Quotes must be submitted with BOLI rates in the pricing due to this Project being part of a Public Improvement Project; and
