About this file
The document is a Request for Qualifications (RFQ) issued by the Town of Davidson, North Carolina, soliciting proposals for Maintenance and On-Call Repair Services for Rectangular Rapid Flashing Beacons (RRFBs). The town has currently installed 17 RRFBs within its jurisdictional limits, with plans to add 2 more this year and 10 more by 2030. The services required include bi-annual preventative maintenance and on-call repairs, with the town stocking major spare components like control cabinets, light bars, signs, pushbuttons, poles, bases, and pedestals. The contractor will be responsible for minor materials and labor. The RFQ proposes an initial one-year contract with options to renew for two additional one-year periods. Key dates include the RFQ release on September 19, 2025, proposal due date of October 24, 2025, firm selection by November 7, 2025, and contract initiation on December 4, 2025.
The proposal evaluation will be based on a 30% weighting for the Statement of Qualifications and a 70% weighting for the Cost Proposal. Contractors must be NCDOT-approved and licensed in North Carolina. The town requires a one-page Statement of Qualifications detailing the contractor's experience, capacity, certifications, and resources, along with a completed Cost Proposal and Attachments A & B. The RFQ includes comprehensive maintenance checklists from TAPCO and ELTEC, outlining detailed semi-annual and annual inspection procedures for both AC and solar-powered RRFB systems. Contractors will be expected to perform thorough mechanical, electrical, and operational checks, including verification of sensors, pushbuttons, battery conditions, and overall system performance.
