About this file
This is a Request for Qualifications (RFQ) and Request for Proposals (RFP) document issued by the Georgia State Financing and Investment Commission (GSFIC) on behalf of the Georgia Building Authority (GBA) and the Georgia Department of Corrections (GDOC) for consulting services to conduct a facility program needs assessment for Project GBA-198 State Prison Facility Transformation. The project seeks to establish a comprehensive needs assessment for a new approximately 900,000 square foot, modern state prison facility designed to house 3,000 medium/close security inmates. The assessment must address programmatic space needs including inmate housing based on security classification, ancillary support services, food service, medical/mental health services, administrative space, security systems, technology infrastructure, and staff safety considerations. The assessment scope includes a sociological study of population trends and crime rates, staffing analysis addressing recruitment and retention challenges, healthcare delivery optimization, security and technological systems evaluation, and programming delivery innovations. The RFQ qualification package deadline is June 13, 2022 at 2:00 PM, with finalist notification scheduled for June 17, 2022. Finalists are required to attend a mandatory pre-proposal meeting on June 23, 2022 at 10:00 AM, submit written questions by June 28, 2022 at 2:00 PM, and submit team proposals by July 12, 2022 at 2:00 PM. Finalist interviews are scheduled for July 19, 2022. The contract will be awarded to the successful firm following proposal evaluation and interviews.
The preliminary design and construction budget is estimated at $400,000,000, though the final project budget may be revised based on programmatic requirements, funding availability, or other circumstances. The successful firm must be regularly engaged in providing needs assessments and perform a minimum of 50% of services in-house, with associated firms permitted to provide up to 50% of services. Joint-venture agreements are discouraged; if multiple firms joint-venture, one incorporated firm should serve as the primary consultant with others as sub-consultants. Evaluation of qualifications will consider firm stability (25%), relevant project experience and qualifications (45%), and suitability to provide services (30%). Proposal evaluation will assess previous performance (15%), qualifications and experience of proposed team members (20%), quality of the assessment plan (15%), methodology presented in interviews (25%), and team communications and project solutions (25%). Firms must be registered or willing to register to do business in Georgia, comply with E-Verify and Georgia Security and Immigration Compliance Act requirements, and submit required certifications, affidavits, and disclosure statements. The state encourages participation of minority-owned, woman-owned, and small business enterprises. All proposal submissions must be electronic in PDF format and comply with specified page limits (50 pages for qualifications, 40 pages for proposals).

I. REQUEST FOR QUALIFICATIONS
RFQ No. GBA-198-CS for
Project No. GBA-198 Facility Program Needs Assessment
The Georgia State Financing and Investment Commission (GSFIC), as “Owner”, on behalf the Georgia Building Authority (“GBA”), and the Georgia Department of Corrections (''GDOC''), is seeking Statements of Qualifications from firms interested in providing facility program needs assessment services for a project known as Project GBA-198 State Prison Facility Transformation (Project). This Request for Qualifications (RFQ) seeks to identify the most qualified potential providers of the above-mentioned services. Some firms which respond to this RFQ, and who are determined by the Owner to be especially qualified, may be deemed eligible and may be invited to offer proposals for these services. All respondents to this RFQ are subject to instructions communicated in this document and additional terms and conditions listed in the Owner’s Request for Proposals (RFP). GSFIC reserves the right to reject any or all statements of qualifications or proposals, and to waive technicalities and informalities at the discretion of GSFIC.
RESTRICTION OF COMMUNICATION: From the issue date of this (RFQ-RFP) solicitation until a successful proposer is selected and the selection is announced, proposers are not allowed to communicate for any reason with any members of the Selection Committee, the Using Agency, or the End-User except for submission of questions as instructed in the RFQ and RFP, or during the proposer's conference (if applicable), or as provided by any existing work agreement(s). For violation of this provision, the Owner reserves the right to reject the qualifications/proposal of the offending proposer.
1. GENERAL PROJECT INFORMATION
Project Background:
The Georgia Department of Corrections protects and serves the public by managing offenders and helping to provide a safe and secure environment for the state’s residents. GDOC is one of the largest prison systems in the U.S., supervising nearly 52,000 offenders in multiple facilities statewide. This includes 34 state prisons and 36 other detention and correctional support facilities. A number of these prison facilities are reaching the end of their useful life and the GDOC is interested in replacing some of the existing aging facilities with a new state prison.
Project Description:
The Department of Corrections is interested in engaging a consultant to provide in-depth facility program needs assessment and planning services for a new, approximately 900,000 square foot, modern state prison with the capacity to house 3,000 medium/close security inmates. It is envisioned the needs assessment will be used to assist an architectural/engineering firm in the design of the new prison facility. While not limited to the following, the needs assessment is intended to address programmatic space needs related to current and future capacity for housing offenders taking into consideration the number and types of beds needed based upon inmate security classification, ancillary inmate support services, food service, medical/mental health services, administrative space, security, technology, and staff safety and working environment. The needs assessment should focus on the overall operational requirements of the new prison facility while ensuring consistency with industry best practices, trends, and standards.
Currently the Department faces several challenges with the design and age of the current facilities. Seventy four percent of the Departments current population is considered violent due to the type of crime they were convicted of or due to offenses they have committed while incarcerated. These individuals continually work to compromise the facility structure in order to make weapons or to introduce contraband into the facility. The average age of the population is rising as well as the number of Offenders with physical disabilities or that require mental health treatment.
To properly evaluate their needs and guide the design of a facility that will effectively house offenders in the next twenty to thirty years, the GDOC is seeking to have the following included/addressed in the facility program needs assessment:
RFQ No. GBA-198 Facility Program Needs Assessment Page 4
Sociological study: The Department is seeking an in-depth sociological study to be completed to identify future trends with regard to population, crime rates and offense types, mental and physical health needs and standards of care, staffing and employment trends. This study should include a thorough analysis of the current and future trends related to standards of incarceration.
Staffing analysis: The current generation are not seeking employment in Law Enforcement careers. It is necessary to analyze and consider the ability to staff in future decades for consideration during the design phase of the project. Additionally, in previous years the Department relied upon Offenders to perform many routine tasks to include food preparation, housekeeping, lawn care and certain trades skills in maintenance, building and mechanical repairs. It has become more difficult to rely on Offenders to perform these tasks either due to their security classification, skills, physical health or cognitive abilities. These trends will also need to be analyzed and considered in the design of the new facility.
Healthcare: Providing healthcare services within the facility and reducing the number of transports out of the facilities for emergency, specialty and routine care is imperative. Transports outside the facility increase demands on staffing and security.
The new facility must include sufficient properly designed and sized space to allow for the majority of physical, dental and mental health care to be provided within the facility.
Security and technological systems: There are many existing and new security technologies on the market to help make the staff more efficient and improve the overall security of the facilities. These include but are not limited to electronic locking systems, smart camera technology, drone detection, managed access systems, offender tracking, officer tablet interfaces and communication technologies. The initial study should include an analysis of anticipated innovations and the infrastructure needs to support these technologies.
Programming: The Department provides a significant amount of basic education, vocational education, recreation, religious, cognitive and reentry services for the Offenders. There are numerous advances in the delivery of these programs utilizing technology. The initial study should include an analysis of the future trends in these areas in order to provide the necessary infrastructure to support these services focusing on non-traditional program delivery. Non-traditional delivery being defined as program delivery, not only in the classroom, but also within housing units, possibly integrating into the Offender tablet solution.
The preliminary design and construction budget for the prison transformation project is estimated to be in the range of $400,000,000. The final project budget may be revised by the Owner due to final programmatic requirements, funding availability or other circumstances.
Project Schedule:
GSFIC, GBA and GDOC will work closely with the successful firm to develop the final assessment schedule. The successful firm shall have sufficient staff to complete assigned project tasks in a timely manner.
NOTE: Being selected to conduct the facility program needs assessment under this solicitation would not preclude a firm from being eligible to provide future design services associated with the envisioned new prison facility project.
Requirements The Owner is seeking the services of a firm regularly engaged in providing needs assessments. The successful firm will be expected to contract with the Owner in a timely manner. The applying firm shall be an individual firm fulfilling all contractual obligations and performing a minimum of 50% of the services in-house. An associated firm (if desired) may provide up to 50% of the services, allowing two or more firms to share in the assessments. The Owner does not generally desire to enter into “joint-venture” agreements with multiple firms. In the event that two or more firms desire to joint-venture, it is strongly recommended that one incorporated firm is designated as the Consultant Firm with the remaining firms serving as sub-consultants.
2. QUALIFICATIONS REVIEW PROCESS
Selection of the Consultant will be a multi-step process. GSFIC reserves the right to interview one or more firms with respect to the selection of a consultant for the proposed project.

GSFIC reserves the right to interview one or more firms with respect to the selection of a consultant for the proposed assessment.

Final Evaluation
Upon completion of the evaluation and interview process by the Selection Committee, the firms will be ranked in descending order of recommendation. Negotiations will then be initiated with the best-qualified firm to finalize the terms and conditions of the contract. In the event a satisfactory fee agreement cannot be reached with the highest ranking firm, the Owner will formally terminate the negotiations in writing and enter into negotiations in turn with the second highest ranking firm and so on until a mutual agreement is established and the Owner awards an architectural services contract.

11. ADDITIONAL TERMS AND CONDITIONS TO THE RFQ / RFP
Submittal Costs and Confidentiality
All expenses for preparing and submitting responses are the sole cost of the party submitting the response. The Owner is not obligated to any party to reimburse such expenses. All submittals upon receipt become the property of the Owner.
Labeling information provided in submittals “proprietary” or “confidential,” or any other designation of restricted use will not protect the information from public view. Subject to the provisions of the Open Records Act, the details of the proposal documents will remain confidential until final award.
Award Conditions
This request is not an offer to contract or a solicitation of bids. This request and any proposal submitted in response, regardless of whether the proposal is determined to be the best proposal, is not binding upon the Owner and does not obligate the Owner to procure or contract for any services. Neither the Owner nor any party submitting a response will be bound unless and until a written contract mutually accepted by both parties is negotiated as to its terms and conditions and is signed by the Owner and a party containing such terms and conditions as are negotiated between those parties.
The Owner reserves the right to waive non-compliance with any requirements of this Request for Proposal and to reject any or all proposals submitted in response. Upon receipt and review of responses, the Owner will determine the party(s) and proposal that in the sole judgment of the Owner is in the best interest of the Owner (if any is so determined), with respect to the evaluation criteria stated herein. The Owner then intends to conduct negotiations with such party(s) to determine if a mutually acceptable contract may be reached and in the course of doing so may use ideas expressed in any proposal.
Evaluation of Submittals and Qualifications
Evaluation of submittals and firms’ qualifications will be conducted by a committee consisting of various project stakeholders. Based upon the predetermined rating criteria contained in the RFQ, the committee will assign a composite rating to the deliverables of each statement of qualifications and proposal submitted. Proposers understand and accept that by responding to this solicitation they are willingly participating in a process that consists to some degree of subjectivity on the part of selection committee members in determining the firm(s) capable of providing the best overall solution.
Reciprocal Preference Law
For the purposes of evaluation only, a proposer that resides in the State of Georgia will be granted the same preference over proposers that reside in another State in the same manner, on the same basis, and to the same extent that preference is granted in awarding bids for the same goods or services by such other State to proposers that reside therein. For the purposes of this law, the definition of a resident proposer is one who maintains a place of business with at least one employee inside the State of Georgia. A P.O. Box address will not satisfy this requirement.
Joint-Venture Proposals
GSFIC does not generally desire to enter into “joint-venture” agreements with multiple firms. In the event two or more firms desire to “joint-venture,” it is strongly recommended that one incorporated firm propose and maintain status as the primary services firm with the remaining firms participating as major consultants.
Small and Minority Business Enterprise
It is the policy of the state of Georgia that minority-owned business enterprises (MBE), woman-owned business enterprises (WBE) and small business enterprises (SBE), have a fair and equal opportunity to participate in the state purchasing process. Therefore, the Owner encourages all MBE, WBE and SBE to compete for contracts to provide goods, services, and construction, and encourages contractors to solicit MBE, WBE and SBE in procuring subcontractors and suppliers. This desire on the part of the Owner is not intended to restrict or limit competitive bidding or to increase the cost of the work. The Owner supports a healthy free market system that seeks to include responsible businesses and provides ample opportunity for business growth and development.
Contractors and subcontractors who utilize qualified minority subcontractors may qualify for a Georgia state income tax credits for qualified payments made to minority subcontractors. In accordance with the Official Code of Georgia Annotated (O.C.G.A.) Section 48-7-38, when computing taxable net income of a Georgia based corporation, partnership, or individual, there shall be subtracted from federal taxable income or federal adjusted gross income 10 percent of the amount of qualified payments to certified minority subcontractors for state-agency-related construction projects. For more information on filing only, contact the Georgia Department of Revenue at 404-417-2399.
A company cannot receive an MBE Certification with the state of Georgia government without first receiving the DBE
